The base location of this role will be at one of 6 regional hubs: London, Birmingham, Leicester, Manchester, Liverpool, or Leeds . The exact building that you will be based in should you be successful will be discussed as part of the on-boarding process, but it will be located in one of the 6 'hub cities'. Frequent travel will be expected as part of the working arrangements.  Unless based in London, the National salary will apply.


Background


The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world.


The Change Directorate is looking to identify exceptional individuals with the aptitude and capability to shape the future of HMCTS operating model and services. You will be at the forefront of designing our world-leading justice system. Overview


The Target Operating Model is the blueprint for future HMCTS services. It sets out our vision and ambition for a courts service that is just, proportionate and accessible through increased use of online and video channels and streamlined and efficient processes.


The Business Architect will play a key role in shaping the future of HMCTS services. They will work closely across HMCTS, the Ministry of Justice and the wider Justice System to support the development and delivery of the future service model.


The Business Architecture team will work within a simple but multi-dimensional framework, operating across the length of project and programmes lifecycles (from initial idea to live service interim states) and across all enabling programmes.


Your application will need to demonstrate that you have the experience required to fulfil this vital function within the programme. You will need to have a creative and visual mind, excellent communication skills, proven experience in delivering business change, managing delivery to multiple stakeholders, and the ability to work flexibly to deliver results under pressure. Full training and support in Business Architecture skills and capabilities will be provided to successful candidates.

Job Description


The job holder will:


  • ensure that emerging design across the Change Portfolio reflects the true ambition and integrity of the future service model;
  • update the Target Operating Model, and its key architecture documents (whilst maintaining coherence) based on major design decisions without jeopardising delivery of the Portfolio’s strategic intent;
  • ensure that Programmes, projects and key stakeholders understand the Target Operating Model and its objectives, and be the first point of contact for advice on the development of services and capabilities using the Reference Architecture;
  • help projects shape their designs based upon the Target Operating Model, support collaborative working across different functions to make business and technical design decisions, manage design risk, and enable successful change;
  • ensure projects deliver within Architecture design guidelines and adhere to the Reference Architecture;
  • work across Government agencies to understand the impact of wider landscape changes on the Reference Architecture and align the Reference Architecture accordingly;
  • engage with Judicial stakeholders to support understanding of the Reference Architecture;
  • support and contribute to advice provided to the judiciary, Ministers and senior officials on all of the above through high quality written and oral briefings.

Key responsibilities:


Design


Preserve the integrity and ambition of the Target Operating Model (TOM):


  • Management and resolution of cross-cutting design issues and questions
  • Ensuring emerging service design work from projects and programmes is aligned with the TOM
  • Ensuring cross-portfolio design decisions are taken in the context of the overall TOM
  • Development and definition of the TOM capabilities required to deliver the future state HMCTS
  • Supporting programme of regular project reviews for fitness against the TOM
  • Raising profile and awareness of TOM, its purpose, and how it can be understood and used across the Change Portfolio

Assurance


  • Ensure that projects and updates going to the Design Authority are in line with the assurance framework and Reference Architecture.
  • Where necessary, provide challenge and advice to support projects where designed are not aligned to the Reference Architecture.

Policy


  • Ensure that the impact of MoJ and wider Government policy changes are considered for impacts on the TOM, and are translated into the reference architecture.

Supporting delivery


  • Provide a link to portfolio and programme managements to ensure business architectural changes are reflected in project and programme delivery plans

Collaboration & Engagement


  • Act as a champion for HMCTS Reform by communicating clearly and obtaining widespread commitment for the court reform vision
  • Work with key stakeholders across the justice system to ensure priorities and plans are aligned

Leadership


  • Line manage 1-3 team members
  • Lead, coach and mentor team members and projects and develop capabilities in line with business needs
  • Lead by example, role modelling ethics, integrity, impartiality and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code

Person Specification:


Essential criteria:


  • A proven track record working in a complex business change environment
  • The ability to break down complexity, visualise it with simplicity and create clear outputs be used in future analysis to extend the business architecture
  • Experience of modelling business processes using a variety of tools and techniques
  • Ability to communicate at all levels and provide information to a diverse stakeholder group

Desirable criteria:


  • Experience of business architecture, business design and process mapping methods.

Accountability


The jobholder will report to a Lead Business Architect in the Business Architecture Team.


Other duties


The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.


Location of Post


This role can be based in any HMCTS location with frequent travel.

Fixed Term Appointment


For existing permanent Civil Servants, this post will be offered as a time-bound appointment. At the end of the programme, Civil Servants will retain their permanent status but will need to apply for a new role or register for re-deployment. Successful appointment on promotion will secure this grade on a substantive basis. For external applicants, this post will be offered on a fixed term contract due to the time limited nature of programmes and projects.

Working Arrangements & Further Information

Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Baseline Personnel Security Standard (BPSS)
