Workforce Planning, Insight and Research Team

The Workforce Planning, Insight and Research Team within MoJ People Group, is a dynamic team which provides data-based evidence and insight across business and People Group regarding long-term future workforce trends, medium and short-term workforce plans and the experience and dynamics of our workforce today. These outputs ensure our people plans, policies and processes are data driven and evidence based, employing horizon scanning, expert forecasting, workforce planning, and people analytics using qualitative and quantitative research techniques. The team works to build confidence in the quality of our evidence base and the capability of our clients’ when using it.

We are looking for a motivated Strategic Workforce Planning specialist to work in a challenging and exciting environment within the team. Working with a broad range of internal and external stakeholders, you will have the opportunity to embed a new approach to strategic workforce planning, setting direction and ensuring alignment with the delivery of MoJ business objectives and the Civil Service workforce agenda.

You will have the opportunity to build relationships with internal and external stakeholders, and see first hand how your influence can deliver a better Justice service to society.

Responsibilities

  • Lead the implementation of strategic and integrated workforce planning practice that will enable the organisation realise it’s planned deliverables.
  • Support the ongoing development of a strategic approach, influencing stakeholders and ensuring alignment and integrations across the business and finance planning cycle.
  • Drive the delivery of effective workforce forecasting and analytics in partnership with the people analytics team.
  • Identify opportunities to develop system functionality, analysis and outputs to improve the range and quality of data for customers e.g predictive analysis for scenario modelling.
  • Utilise data and analytics to inform and influence plans to position the MoJ to deliver the workforce required for the future.
  • Anticipate the changes that might occur internally and externally and the impact they may have on the current workforce, and the workforce required in the future, including potential developments in science, technology and society.
  • Scan the external environment and seek out data sources and intelligence to provide expert strategic advice for building a workforce for the future.

We’re looking for a highly motivated person who meets the essential criteria:

  • Experience of designing and implementing strategic workforce planning processes and procedures preferably in large and/or complex contexts, or at the very least, a good understanding of the key principles involved.
  • A knowledge and experience of designing resourcing plans to ensure the right workforce is mobilised at the right time.
  • Strong analysis skills, including the ability to derive insight from multiple data sources, use of data to support debate, statistical analysis and problem solve complex resourcing challenges. 
  • Experience of presenting data and analysis in a visually accessible way and being able to communicate key conclusions, technical and complex issues to senior stakeholders
  • Strong leadership, experience of working collaboratively and confidently with senior colleagues, and a broad range of diverse and demanding stakeholders.
  • The ability to build and maintain effective relationships with senior stakeholders across the business and externally.

Desirable Skills and Knowledge:

  • CIPD accreditation, a related field, or a willingness to study to achieve it.

Additional information

We are an agile, smarter working team and are encouraging applications from all staff wherever they are based, though if you are based outside of London you may be expected to come to London regularly (up to 4 times per month).

We promote and support flexible working.  Our digitally enabled team are encouraged (subject to business needs) to work remotely at least twice a week.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
