The Ministry of Justice is looking to recruit analysts across three government analytical professions – Statisticians, Operational Researchers and Social Researchers.

MoJ are recruiting analysts at Band B, C and D level.  This trawl is for Band C applicants only.  If you wish to apply for Bands B or D then please see the relevant separate trawl notice (Ref 16953 & 16956 respectively).

  • The Band D grade (Band C grade for GSR) is the entry grade for graduates and postgraduates and for those with less than 12 months practical experience of working in analytical roles.
  • The Band C grade is for junior project officers with at least 18 months practical experience of working in analytical roles.  You should have a good range of experience of applying analytical techniques relevant to your chosen profession and a more specialised knowledge of one or two methods so that expertise can be demonstrated. Oral and writing skills and the ability to communicate with non-specialists feature strongly.
  • The Band B grade is for more experienced project officers with at least 3 years practical experience of working in analytical roles (2 years for GSR). You will be expected to demonstrate a good understanding of a wide range of methods relevant to your profession and practical experience in the application of a number of these methods, particularly quantitative approaches. Some Band B roles have line management responsibility and staff are expected to promote motivation and career development for their staff and provide oversight, quality assurance and monitoring of their work.

Overview

This is a permanent appointment for at least 2 Band Cb/HEO analysts in the Ministry of Justice. We will be holding a merit list for 12 months to cover future roles at this band across the analytical professions. Eligibility is as detailed below:

  1. who are analysts of the Government Operational Research Service (GORS), Government Statistical Service (GSS) or Government Social Research (GSR) - this position is open on a permanent basis on level transfer or on promotion.
  1. – All candidates must meet the relevant government service professional requirements at this grade for one of the following professions:
  • GORS requirements for Operational Researchers

Applicants must have a numerate degree (minimum 2:1, or a 2:2 with relevant work experience or a postgraduate qualification), at least half of which must be from one or more of these subjects: Operational Research, mathematics, physics, econometrics, engineering or management sciences, but the list of subjects that would be considered is open.

  • GSR requirements for social researchers

New GSR members are required to have a first or upper second-class Honours degree in a relevant* social science with a substantial social research component OR, a first or second-class Honours degree, with a relevant postgraduate qualification in social research.

*relevant social science disciplines include: Area and Development Studies, Criminology, Demography, Economics, Economic and Social History, Education, Environmental Planning, Human Geography, Linguistics, Management and Business Studies, Mathematical Sciences, Methods and Computing, Political Science and International Studies, Psychology, Science and Technology Studies, Social Anthropology, Social Policy, Social Work, Socio-Legal Studies, Sociology and Statistic and Statistics

  • GSS requirements for statisticians.

Candidates must either hold a first or second-class honours degree, or a higher degree, e.g. an MSc or PhD, in a subject containing formal Statistical Training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography, Data Science or similar). 

Applications from candidates who do not have a degree are welcomed, but they must demonstrate that they have worked in a statistics or data science related field. Candidates will be required to demonstrate their continuous professional development (via a CPD Log Book) in statistics to demonstrate knowledge at the same level as a foundation degree/HND (Level 5).

Background

We are seeking to recruit high quality skilled and motivated individuals to join our Analytical Services Directorate or analytical teams in the MOJ’s Executive Agencies & Arm’s Length Bodies including Her Majesty’s Court Service and Her Majesty’s Prison & Probation Service.

Analytical Services Directorate (ASD) sits at the heart of the Ministry of Justice (MoJ) providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast paced context and our skills are in heavy demand across the MoJ. We are a cross-disciplinary directorate with a statistical unit and three policy-facing units with a mixture of social researchers, operational researchers, statisticians and economists.

About MoJ

ASD comprises over 200 analysts working in all the main analytical professionals providing support, challenge and advice to policy and operational colleagues and Ministers right across MOJ and beyond. We are looking for experienced analysts who are able to work flexibly and take personal responsibility for the work they lead on. In order to response well to the wide range of analytical needs across MOJ and to provide a greater range of career development opportunities, all analysts within ASD work flexibility across a wide variety of tasks in different subject areas across the range of Ministry’s interests.

Job Description

This is a generic recruitment campaign for a number of analytical vacancies across all three professions. Following the interview, successful candidates will be provided with a job description of the post prior to making a decision to join MOJ. Within ASD we also operate a managed moves policy in ASD to ensure analysts have opportunities for a full range of posts to enhance their career development.

At Band Cb level, analysts are expected to deliver a number of projects or pieces of analytical work for policy, operational or corporate colleagues. They will take full responsibility for delivery of the required outputs including ensuring quality, timeliness and resources are well balanced and ensuring professional standards are met.  They will work closely with customers to scope analytical work and ensure customer needs are met, and adapt analytical work to address changing needs that arise. They take the lead on ensuring that analytical outputs are communicated effectively to non-analysts, are influential and add value to the decision making and business of ASD and MOJ. They will work closely with more senior Analysts to manage stakeholder relationships including liaison with academics and contractors. Some Band Cb roles have line management responsibility and staff are expected to promote motivation and career development for their staff and provide oversight, quality assurance and monitoring of their work. We use a wide range of analytical methods. Band Bb analysts will be expected to demonstrate a good theoretical understanding of the key methods relevant to their profession at the required standard, and practical experience in the application of a number of methods, particularly quantitative approaches.

Typically, the main objectives of a Band Cb/HEO analyst role are:

  • Managing and delivering on specific analytical projects that feed in a timely fashion into programmes of work to better enable the department to make evidence based policy ensuring effort is focused on the areas that add the greatest value to policy teams and MOJ as a whole.
  • Managing relationships effectively with immediate customers and supporting other analysts in managing relationships with wider stakeholders to ensure maximum buy-in and use of analytical work being delivered
  • Working with other departmental analysts on both specific projects and feeding into wider analytical programmes of work;
  • Working with other analysts to ensuring appropriate quality assurance processes are designed and implemented and responsible to ensuring the processes are delivered effectively to ensure analytical outputs are accurate and meet policy need;
  • Communicating effectively the results of analysis to analysts and non-analysts;
  • Manage staff to continually improve their performance and analytical outputs by valuing achievement; providing feedback and coaching; building confidence and trust; setting direction, and maintaining smooth and efficient analytical support for the business.
  • Provide advice and applications on a wide range of relevant methods – the actual methods depend on the relative profession and experience.
  • Manage their own time and workload effectively to deliver the requirements of the job, learn lessons, respond appropriately to feedback and continually improving their performance.

Baseline Personnel Security Standard (BPSS)
