Background

Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales. 

The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world.

Overview

The Commissioning Senior Manager roles within the Reform Programme are important as they ensure that commissioning activities are being managed and implemented effectively; obtaining the required level of approval (from across the Programme, HMCTS, Cabinet office and MoJ); supporting the commercial process as required; ensuring value for money and providing robust supplier management across the Programme.

Job Description

The Key Purpose of the role is to support the Head of Commissioning including:

  • Deliver the Commissioning Strategy (as directed by the Head of Commissioning) across allocated workstreams and projects including both technical and non-technical disciplines.
  • Manage the commissioning supplier managers (Band B’s) ensuring that the programme is providing the appropriate information and support to Commercial for the delivery of the contracts within the programme and ensuring procurement timescales enable delivery.
  • Implement the supplier management function within allocated workstreams making sure that a robust process is being followed to obtain full value for money from all contracts; to monitor performance across all contracts; to identify issues with quality and to define mitigation;
  • Manage the pipeline of commissioning and commercial activity ensuring that the appropriate approvals have been obtained for spend and that Commissioning & Supplier Mangers are adhering to process;
  • Build strong relationships with stakeholders to manage commissioning strategies and implement supplier management (stakeholders include: MoJ/HMCTS Commercial, finance, legal, customers, suppliers, legal and finance).

Responsibilities:

Commissioning support

  • Deliver the Commissioning Strategy (as directed by the Head of Commissioning) across allocated workstreams and projects (such as technology and estates), making sure that the process is being followed to identify and develop requirements and that procurement timescales enable delivery.
  • Manage the commissioning supplier managers (Band B’s) ensuring that the programme is providing the appropriate information and support to Commercial for the delivery of the contracts within the programme and ensuring procurement timescales enable delivery.
  • Develop strong working relations with MoJ/HMCTS Commercial, Legal and Finance to make sure that all business-critical commercial exercises are carried out appropriately and to time;
  • Work with key stakeholders to ensure that proposed spend has obtained the relevant approvals in line with agreed Spending Control structures;
  • Make sure that contracts have robust supplier management structures in place and that a core process is in place to monitor spend against deliverables across life of the contracts;

Team leadership

  • Line management of the Commissioning Supplier Managers - acting as a role model displaying leadership behaviours in accordance with the organisations ethos.
  • Actively encourage, support, reward and develop staff.
  • Create and collapse teams to deliver specific objectives or products, ensuring clear aims, objectives and deliverables are defined from the outset and monitored throughout.
  • Leading teams in accordance with MoJ HR policy.  Setting benchmarks and managing performance standards.

Lead the Control and Approval process for the Programme

  • Lead a team, to make sure that all spend prior to commissioning has received the appropriate Director, Permanent Secretary and Ministerial sign-off;
  • Working closely with Reform Finance team, to monitor contract spend, ensure that the appropriate controls are in place and instigate corrective action if necessary;
  • Contribute to reports as requested (by Head of Commissioning) including updates on contracts in place – providing a summary of spend against quality.

Supplier Management process for Programme

  • Implement the supplier management system for the contracts within the team, as required. This will involve working with Commercial and finance colleagues, to define fully the system required to ensure that performance is being monitored effectively and consistently; that each contract has a designated owner who is fully aware of their roles and responsibilities; and that any issues with contracts are identified as early as possible and necessary action carried out.

Stakeholder management

  • Act as the conduit between the programme and commercial and finance on defining and delivering commissioning work across projects and workstreams; Work with the necessary MoJ functions (assurance, commercial and finance) to make sure that the appropriate confidence and support is in place;
  • Work with providers/suppliers as required to make sure that Programme receives necessary services;
  • Develop and maintain constructive relations with a variety of stakeholders. This will include: staff and managers as customers, external suppliers, Judiciary, Ministry of Justice, Cabinet Office (Government Digital Service and others as required), HM Treasury and other government departments.
  • Deliver effective communications and engagement with stakeholders and suppliers.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Experience

The post holder must be keen to learn and able to demonstrate experience in the following areas:

Essential:

  • Qualified purchasing professional (MCIPS);
  • Proven track-record of delivering commissioning activities and supplier management particularly within Technology and Estates;
  • Proven track-record of delivering value for money and ensuring quality services are also delivered particularly within Technology and Estates;
  • Effectiveness in implementing commissioning strategies;
  • Excellent stakeholder management skills;
  • Excellent written and oral communication skills;
  • Excellent team working and collaboration skills;

Desirable:

  • Awareness of public sector procurement legislation.
  • Awareness of government procurement routes

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Baseline Personnel Security Standard (BPSS)
