This position is available for external applicants as well as existing civil servants on level transfer or promotion. New recruits to the Civil Service joining MoJ are expected to join at the band minimum. For an exceptional applicant and under exceptional circumstances, managers have discretion to set starting salaries above the pay range minimum.

The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world.

The Reform Programme is made up of six pillars that cover the primary areas of courts reform. This role sits within the Courts, Tribunals and Regional Tier Programme which seeks to deliver a new operating model and supporting capability to the “front of house” operations within our Courts and Tribunals as well as the Regional Tier, transforming operational ways of working. The Courts, Tribunals and Regional Tier Programme will deliver an operational test site, allowing the programme to implement and evaluate a number of initiatives before embarking on their national implementation. The programme touches on several elements, including organisational design, business change, technology and customers, and skill sets are expected to include all or some of the following, commercial, technical development, procurement and stakeholder engagement in a project management environment.

As the Project Support Officer your key purpose is to enable the smooth running of a project by supporting the project manager through the operation of project management processes, and the co-ordination of business management actions and activities on their behalf:

This role will give you a fantastic opportunity to work closely with senior internal and external stakeholders at the heart of change, to learn how a large and complex portfolio operates as well as develop a broad range of effective business skills and a variety of exemplar project, programme and portfolio management techniques and tools. The CTRT Programme will support professional development, through PPM specialisms and qualifications.

Project Support Officer responsibilities include:

  • Implement and maintain appropriate systems to enable effective planning and scheduling of project activities.
  • Establish and maintain project controls, keeping the project manager aware of the project status. Prepare project performance reports, presenting statistics and researching new information.
  • Ensure organisational tasks are carried out efficiently. i.e. ensuring project records are kept up to date.
  • Manage professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact for some external parties.
  • Recording project spend and contribute to the compilation of budgets and the development of the business case.
  • Support the project team in management of project controls and delivery of projects.
  • Supply excellent project or programme related support across the CTRT programme, working flexibly within the programme when required.
  • Assist with effective communication between project management and the business.
  • Maintaining central project records and producing regular management reports.

You will work closely with:

  • HMCTS and Ministry of Justice staff.
  • Project and programme senior responsible owners.
  • Project and programme managers and the wider change team.
  • Customer and supplier representatives.
  • Stakeholders in the justice system.

Essential Criteria

  • Previous experience working as a member of a large project team, or a project manager for a small, low complexity project
  • Creation and maintenance of project or programme delivery plans, so that delivery, progress, costs and benefits can be identified and managed.
  • Experience of building productive relationships with internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products.
  • Ability to communicate clearly to a non-technical audience

Desirable Criteria

  • Good organisational skills and attention to detail
  • Experience of working within a multi-disciplinary team
  • Good working of MS Project and Excel, or equivalent.

Other Duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.

Secondments and loans will be considered on an individual basis.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
