The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world.

One of the key pillars of the modernisation of the court and tribunal system is reform of the court and tribunal building estate. The estate has already reduced in size in recent years from close to 450 buildings to 350, based on current opportunities in the estate to release spare capacity and consolidate into fewer sites. As our services are modernised, we expect to need fewer court and tribunal buildings and we will be further rationalising our estate over the next five years, alongside a number of projects to upgrade services for the benefit of the public who use them. The current building estate is diverse with many of our court and tribunal buildings not in a good condition. There are also many heritage sites, or other unique buildings, which present a challenge to maintain and bring into the 21st Century. The rationalisation of our estate will therefore happen alongside our thinking about how to improve the buildings that we retain in the long term, ensuring they are fit for purpose in a reformed system, and can be sustainably maintained.

As a Property Project Manager, you will be at the forefront of leading the development and delivery of property reform projects in our world-leading justice system across England and Wales. You will be working closely with other areas of Reform and other justice partners with a key interest, to ensure that the strategy for estates improvements and planning dovetails with the plans for modernising services. The HMCTS Reform Programme is ambitious; we need resilient, resourceful and adaptable people to make it happen. Your application will need to demonstrate that you have experience of managing projects, ideally within a programme environment, that you can thrive in an environment that is changing constantly, that you can deal with uncertainty and that you are committed to developing services that are based on the needs of the end user as well as those who administer the justice services provided.

The Property Project Manager will:

The role of the Property Project Manager is to manage projects, to ensure that we deliver to quality, within cost, and on time, contributing to a wider strategy for change. You will build relationships and work closely with our stakeholders to develop the requirements, manage the feasibility and options phase and prepare papers for our governance boards to seek approval of the preferred option. This role will also see you manage a professional services team (e.g. designers and cost consultants) to develop plans based on the agreed requirements for a project. You will drive and oversee the delivery of the property project from start to finish, to ensure that the objectives are clearly defined and achieved. You will play a pivotal role in driving our projects forward to ensure the agreed project outputs are delivered, enabling benefits to be realised.

Stakeholder engagement is a significant part of the role and involves sensitive communication, including around court closures and managing the expectations of a very broad range of stakeholders.

You will work closely with:

  • HMCTS and Ministry of Justice staff.
  • Project and programme senior responsible owners.
  • Project and programme managers and the wider change team.
  • Other stands and workstreams within the Property Directorate.
  • Delivery Directors and their regional support teams.
  • Customer and supplier representatives.
  • Stakeholders in the justice system.
  • Professional services teams.

Project Manager responsibilities include:

  • Create and lead the project to deliver the agreed outcomes within time, cost and quality constraints.
  • Day to day management and leadership of the project and professional services team. Provide effective leadership and management controls. Design the project structure appropriate to stage. Select and apply appropriate delivery methodologies. Manage effective transition between project phases.
  • Being visible, establishing a strong direction and persuasive future vision, managing and engaging with people in a straightforward, truthful, and candid way.
  • Working with our regions to help develop plans and strategies for a future estate that aligns with the Change Reform Programme.
  • Provide key reports and support effective governance and decision making.
  • Develop and draft the Business Case, with input from specialists as necessary.          
  • Ability to apply risk assessment and management principles and processes and find ways of solving or pre-empting issues. Develop mitigating actions and escalate as appropriate.
  • Develop the budget and track delivery within budget.
  • Identify skill requirements; and deploy and develop resources. Manage medium sized team. 

Essential Criteria:

  • Experience of delivering projects to time, quality and cost.
  • To provide direction and leadership in managing the implementation of projects within the Programme including defining project scope, planning, implementation and delivery.
  • Evidence of effective networking, negotiation and influencing of others, broker working relationships with stakeholders within and outside the project.
  • Identifying benefits of proposals and ensuring mechanisms are in place to track and report against them.
  • Manage the production of feasibility studies and business cases and be accountable for delivery ensuring identified benefits can be realised and offer value for money.
  • Good stakeholder engagement skills, experience in engaging with Judicial partners would be advantageous.
  • An understanding and experience of risk and issue management.

Desirable Criteria:

  • A recognised Project Management qualification e.g. PRINCE2, Agile, APM or willing to work towards.
  • Experience of working in an estates / property environment.
  • Experience of drafting board papers that clearly present the case for the recommendation.
  • Provide support, guidance and coaching for the project team. Show commitment to personal development. Promote effective individual and team performance.
  • Experience of compliance with governance / assurance processes and organisation of gateway reviews.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Location of Post

There is flexibility in the location of this post at the sites identified above. The exact building that you will be based in, should you be successful, will be discussed as part of the on-boarding process.

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme. For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.

Working Arrangements & Further Information
