Overview

The role of Business Improvement Analyst is based at the Office of the Public Guardian (OPG). The Public Guardian’s responsibilities include registering lasting powers of attorney, supervising the work of attorneys and deputies and protecting people who lack the capacity to make decisions for themselves.

This role will be vital in the delivery of the OPG's operational business process-design and development, playing a key role in helping to plan and deliver strategic Business Improvement (BI) activity across the OPG that meets our transformational vision.

The role will collaborate with Operational and Business managers to help plan, prioritise and deliver effective BI change.

The role will provide support across key areas of transformation, working alongside project delivery to ensure business changes are coordinated and meet strategic goals.

The BI Analyst will work collaboratively with BI colleagues from across MoJ and the wider Civil Service to share best practise business improvement and role model the skills needed across the organisation.

The BI Analyst may also be required to perform ad hoc duties to support the work of the BI, Project Delivery and/or Portfolio strand. Additionally, any successful candidate will be required to travel regularly depending on operational and training needs.

This is an exciting opportunity to support the Change Management Team in delivering BI across the entire business.

 

Job Description, Duties and Responsibilities

Responsibilities may include any of the following:

Delivery of BI to support and enable transformation:

  • Planning for transformational BI within key service areas;
  • Managing key dependencies across transformation service areas to ensure delivery of change that meets vision;
  • Working with project delivery and programme sponsors to ensure BI changes are planned alongside programme/project changes;
  • Anticipate BI requirements within wider transformation activity and align resource to support sponsors and service areas;
  • Identify and map benefits for transformation BI changes, managing benefits realisation and communicating this with key stakeholders to share successes;
  • Drive value stream mapping to define ‘as-is’ analysis and the transition to future state for BI changes.

Development of business coaching and training tools:

  • Demonstrate an advanced working knowledge of Continuous Improvement (CI) tools and techniques in helping to manage and deliver change;
  • Encourage a culture of evidence and user based change across the organisation, working across all levels of teams;
  • Work with the Learning & Development teams to help to develop and implement a learning proposition that meets organisational user need;
  • Oversight of the delivery of CI coaching and learning;
  • Develop working relationships with CI leaders from across MoJ and the wider Civil Service to help share best practise;
  • Development of a learning pathway for OPG CI.

Engagement with the business:

  • Ensure a culture of business improvement within the OPG and helping all areas of the organisation to use CI tools and techniques to improve customer satisfaction, benefits realisation and staff engagement, targeting the highest areas of the business to ensure understanding of the strategy;
  • Work with the business at all levels to ensure requirements for BI change are fully understood;
  • Work with Business Improvement Managers and customer intelligence teams to identify intelligence and analysis required to evidence waste in service areas and assist with the design of robust processes;
  • Work with the Digital and operational teams to help ensure process design is consistent with BI principles and fit for purpose;
  • Ensure the business adopts an agile style to delivery of BI change, using proven agile change concepts.

 

Skills and Qualifications

Essential

  • Experience of working in a Continuous Improvement/lean function;
  • Knowledge of CI tools and techniques and how to apply them appropriately;
  • Strong written and oral communication skills;
  • Excellent stakeholder relationship skills;
  • Excellent organisational and project management skills;
  • Results-focused and able to work under pressure.

Highly Desirable

  • Professional qualification in CI, BI or membership of a relevant body (Lean Six Sigma preferred);
  • Experience in measuring organisational maturity;
  • Business analysis experience;
  • Experience/understanding in agile delivery methodology.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
