This is a permanent role in the Digital Change Directorate of the Judicial and RCJG.

Background

Her Majesty’s Courts and Tribunals Service (HMCTS) is an agency of the Ministry of Justice (MoJ) and provides the supporting administration for the Judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centers and digital services online.

The organisation is continuously adopting new or better ways of working to ensure that it delivers services focused on user needs in the most cost-effective way. This includes services enabled by new digital products. There are high expectations of all staff, whatever role they have in enhancing the organisation and the services it delivers.

HMCTS has a once in a generation opportunity to transform the entire Courts and Tribunals Service through the HMCTS Reform Programme, with funding confirmed in the 2015 spending review. The Programme will enhance the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The Programme includes creating high quality digital products and services, modernising the court estate, updating and replacing its technology, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and to provide much improved services for service users, especially vulnerable witnesses and victims.

The Digital Change Directorate (DCD) is growing to enable HMCTS to become a digital organisation by building the new digital products and the programme and live operations teams necessary to deliver online services to our users and staff. Effective staff engagement at this time of such significant change will be critical to success in building positive and lasting relationships throughout the organisation.

An effective courts and tribunals service is fundamental to our democracy, underpinning the rule of law. This is an opportunity to work in a role that will support and enable the digitisation of an organisation and run an operation designed not just to give our courts and tribunals a sustainable and affordable future, but improve how we deliver justice.

The Role

You will be responsible for supporting the Head of Judicial and Royal Courts of Justice Group in working with the relevant judges, Directors and Deputy Directors to ensure successful support for the HMCTS DCD account management function.

You will provide overall administrative oversight for the eJudiciary Support Team to ensure that the team meets the agreed service standards and provides value for money for HMCTS. You will actively engage in stakeholder management regarding all eJudiciary customers and suppliers and you will feed service updates into the senior management team and provide analysis of key services. You will also liaise with third party suppliers to ensure the system is working and up to date.

Key responsibilities

You will have overall responsibility of the eJudiciary Support Model. This will include:

  • Building long term relationships with senior customers and supplier representatives and acting as a primary point of contact for senior stakeholders with regards to existing and new DCD services.
  • Ensuring support for the prioritised list of agreed initiatives. Following DCD procedures to ensure delivery in the most efficient time frame.
  • Developing, testing and implementing new ways of working through Standard Operating Models and Procedures designed to increase efficiency and effectiveness of HMCTS and, where relevant, cross justice system operations and/or to implement policy change and work with the judiciary/judicial office to help define and implement changes.
  • Assessing the impact of any changes to eJudiciary and/or any of the Microsoft Office 365 products it uses to identify how this may impact the teams work and proactively raise issues and proposed solutions with management regarding these.
  • Evaluating the level and quality of work achieved by the relevant support areas, including suppliers.
  • Managing the business support functions within the area, including IT support, health and safety, business continuity and risk, security and communications.
  • Handling complaints in a correct manner, resolving if appropriate and engaging senior management if necessary.
  • Leading, managing and reporting on staff performance for those in the assigned management line and addressing any staff development needs.
  • Exercising effective financial control in managing resources, ensuring propriety, compliance and value for money.

Key Criteria

Successful candidates will be able to demonstrate the following skills and experience:

  • Experience of managing, supporting and stretching yourself and your team to deliver agreed goals and objectives and the drive and determination to ensure that the service offered thoroughly considers customer need.
  • Experience of improving systems and structures to deliver with more streamlined resources.
  • Evidence of taking ownership for managed risks and the challenges of difficult/complex changes in a previous role.
  • Experience of working with teams to set priorities, goals, objectives and timescales.
  • Excellent interpersonal skills and the ability to interact with senior judiciary and key stakeholders.
  • Understanding of ITIL methodology.
  • Knowledge of Microsoft 365 products.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
