It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Crime Programme

The Crime Programme is a key part of the HMCTS Change Programme and is delivering key aspects of the Crown Prosecution Service’s CJS Strategy & Action Plan (who are delivering the Programme in partnership). It is a business transformation programme which will enable the criminal justice system, and the individual agencies working within it, to fundamentally change the way they work, to be more efficient and effective and deliver a better service for society and taxpayers.

For the first time, criminal case information will be kept together in one place, instead of being re-entered and replicated on numerous different systems. Parties will be able to access and update the same data set based on their security profile and associated access rights. The initial focus is on processes and systems in HMCTS and CPS, and the interfaces with the legal defence community, Police, NOMS and other prosecuting authorities with respect to cases heard in the Magistrates’ and Crown Courts in England and Wales.

PMO Manager

The Programme Management Office (PMO) team’s core purpose is to ensure successful delivery of the Crime programme by providing specialist expertise, knowledge and facilitation across all projects. The team ensures proper governance procedures are in place and that project/programme methodologies are embedded and adhered to.

The PMO is also the central point of contact for the Project/Delivery Managers, assisting with the management of their projects as well as challenging them to ensure that they are adhering to processes and providing information in a timely manner for internal and external reporting on the Programme.

As the PMO Manager you will play a key role in the execution of projects across the Crime Programme. This role will give you a fantastic opportunity to work closely with senior internal and external stakeholders at the heart of change; learn how a large and complex portfolio operates as well as develop a broad range of effective business skills.

Key Responsibilities

  • Manage the end-to-end procedures relating to all aspects of the programme life-cycle;
  • Monitor the delivery of work streams against plans, challenging progress as appropriate;
  • Manage schedule and resource dependencies and conflict between initiatives;
  • Responsible for developing and managing an appropriate, tracking, control and reporting framework in support of the programme;
  • Assess and evaluate information received from projects from the range of reporting sources;
  • Ensure that project work streams have appropriate project documentation, that it meets project management standards and processes and that it is maintained;
  • Actively monitor progress of workstreams against delivery or implementation plans, chasing and challenging progress as appropriate;
  • Manage Risks, Issues and Dependencies on the Programme, providing relevant documentation in accordance with agreed processes and timescales;
  • Develop, implement and continually review processes to ensure the smooth running of the Programme;
  • Produce planned and updated programme/project and summary reports, including cost breakdowns and summaries;
  • Manage responses to requests for information for PQs/FOI requests/ministerial submissions, liaising with project manager/appropriate project lead as necessary.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Key Requirements:

To be successful in this role, you should have the following:

  • Previous experience in a Project or Programme environment, including:Experience of building productive relationships with internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track;
    • Creation and maintenance of delivery plans, ideally for a portfolio, so that delivery, costs and benefits can be identified and managed;
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products;
  • Ability to communicate clearly to a non-technical audience

It would be advantageous if you have:

  • Experience of analysis to determine impacts of changes and inform strategic decision making.
  • Identifying, managing and resolving strategic risks and issues so that delivery remains on track.
  • Dependency identification and management so that accountabilities and responsibilities are clear and can be tracked.
  • Knowledge of a breadth of project and/or programme management methodologies (Agile, Waterfall, MSP etc).

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
