The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

The MoJ has an ambitious plan to reform the way Projects are delivered across the MoJ, part of this plan sees the movement of Project Delivery (PD) resource management move to a central team, the Project Delivery Function Management Office (PDFMO). You will join a high-performing team committed to the development of the PD profession.  

The Resourcing Manager, working alongside the PDFMO team, plays a key part in the design, implementation and management of the PDFMO. The successful candidates will join the PDFMO team to support the expansion of the PD Function, the development of its members and the management of contract and contingent labour within the wider MoJ. You will provide timely and accurate reporting to the Head of PDFMO, Head of PD Function and SMT, providing information to inform related activities, including highlighting key resourcing and capability risks and developing plans for mitigation. You will have a keen interested in resource management and how this can help a project deliver its objectives. Typical skills include, resource management, recruitment, strong interpersonal, influencing and stakeholder engagement skills as well as the ability to work with data to produce effective and persuasive reports.

The post holder will need to be prepared to work collaboratively as an enthusiastic and active team player, adopting a flexible approach to the role.

Key responsibilities of the role

  • Strategy – In partnership with the other the Resourcing Manager, PDFMO team & stakeholders develop, implement and manage the Project Delivery workforce, identifying demand and managing the allocation of suitable resources. Identify key trends, weaknesses, gaps and opportunities to ensure an optimum supply of resources.

  • Process – Develop and implement effective processes ensuring the timely recruitment and management of PD resource. Ensure information to inform related activities, including highlighting key resourcing and capability risks, tracking and forecasting financial data and developing plans for mitigation. Ensuring resourcing risks are effectively identified, reported and managed.

  • Stakeholders – Maintain productive relations with Business area SPOCs providing advice and support when needed. Facilitate the timely identification of resource requirements and subsequent supply of resources, and ensure that resource release opportunities are projected and redeployment/succession plans are in place. Work closely with Infrastructure and Project Authority, Government Resourcing Services and SSCL to participate in planned cross-government recruitment campaigns.

Salary & Grade

Band B Senior Executive Officer

New entrants to the Civil Service will be expected to join on the minimum of the pay range.

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.

Selection and Recruitment Process

Where high volumes of applications are received the initial sift will be completed against the lead competency. If your application progresses to a full sift, all competencies will then be considered. Feedback is not available for those not invited to interview.

Merit List of successful candidates based on location will be retained after this campaign for 12 months.

Successful candidates will then be invited for interview and the interviews will take place in Leeds

The interview will consist of a 5-minute presentation, the topic of which will be provided when candidates are invited to interview, followed by an interview consisting of Project Delivery competency and strength based questions.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
