The People Group within the Ministry of Justice

The people who work for the Ministry of Justice are responsible for its success; and the role of the Ministry of Justice People Group is to support the organisation by enabling our people to be the best that they can be.

We operate as a cluster of HR services working seamlessly to provide expert support, advice and delivery throughout the employee lifecycle. From the time people join the organisation, to the point at which they leave, we strive to make a positive contribution to their work experience. Each service area is led by a Divisional Director/Head of Service who is responsible for managing a team of HR professionals. Programmes of work are agreed annually and delivered collaboratively as part of the People Group Business Plan.

Operational services are delivered locally through a vibrant network of HR Business Partners to secure traction and align ambition with the needs of each business area. The Casework service and SSCL (Shared Services Connected Ltd) commercial management are outward facing services located within the People Group function to strengthen the connection between each and provide professional oversight and support. The former provides expert case management support to the wider civil service and the latter is responsible for managing the shared service contract.

To make sure our services are fit for purpose and that we meet the changing needs of the organisation and the people who work within it, we regularly review and refocus what we do. We seek feedback from our customers and find ways to innovate and improve the services we provide. People Change Manager

MoJ People Group is building its people change capability by establishing a small team which will provide a professional people focussed change management service to business teams across MoJ. This role sits within the People and Organisational Change service section and will be deployed to manage people change activity through workstreams projects or programmes.

The People Change Manager role offers a unique opportunity to be involved in a variety of high profile and exciting projects driving a range of people change reforms across one of the biggest and most complex departments in Whitehall.

Whilst you will be working in a fast-paced project environment, strong leadership, engagement and organisational skills are just as important as formal project and change management and experience.

Key responsibilities

As a People Change Manager you will provide the connection between the specific programme or project with HR business partners, business leaders and impacted workforce representatives and groups by:

  • Leading multiple people change activity and/or workstreams, projects or programmes on behalf of People Group
  • Managing and collaborating with other workstream leads, the wider project or programme team and People Group Expert Centre colleagues
  • Identifying and understanding the impact changes will have on people across in scope teams, business units and agencies supporting stakeholder engagement and business readiness for - and commitment to – supporting the people focussed aspects of change
  • Using business feedback to inform the strategic delivery approach, develop appropriate change plans, interventions and products in collaboration with colleagues across People Group to embed people impacts into business change projects and programmes
  • Working with business partners and senior leaders to identify and capture people risk, developing, agreeing and implementing plans to manage and mitigate risks
  • Manage stakeholder analysis, and readiness planning and monitoring as required, ensuring all are carried out effectively
  • Make connections with and develop key relationships within and across project and programme teams to ensure successful engagement with operational/business resource, key stakeholders and end users
  • Leading or working with regional change managers, business SPOCs and communications managers to mobilise, manage and develop change networks and messages as appropriate

Person Specification

Essential criteria

  • Proven track record of managing people change workstreams, projects and programmes in a large complex organisation using project management methodologies
  • Excellent communication and interpersonal skills; able to inspire confidence and commitment to the people impacts of business change
  • First-rate influencing and negotiating skills
  • Ability to analyse data, problem solve and make decisions confidently and incisively whilst keeping colleagues and stakeholders informed and engaged
  • Strong organisation skills, with an ability to manage own workload and lead colleagues to meet stretching milestones and strict deadlines
  • Ability and confidence to liaise with and influence a range of business stakeholders and colleagues
  • Good facilitation skills
  • Excellent understanding of how a leading edge public sector HR function operates
  • Cultural and political sensitivity, and ability to adapt personal style to enable effective communication and relationship management
  • HR or change management related qualifications

Desirable criteria

  • An understanding of how the MoJ operates, in particular an appreciation of Departmental priorities and the risks and issues typically associated with delivering projects in this environment

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
