Scope and role

The Commercial and Contract Management Directorate (CCMD) at the Ministry of Justice supports some of the most innovative commercial work in government. Last year, we spent £3.2 billion through our contracts, with work spanning the building and design of new prisons, the modernisation of our courts and tribunals, and managing multi-million-pound contracts with our next generation IT suppliers.

The posts advertised are within the Directorate’s Probation Services team. The team manage the existing CRC [community rehabilitation contracts] work packages, which form part of the Probation Services Portfolio.

This aspect of the portfolio manages 20 Contract Package Areas across England and Wales, for the provision of probation services for low and medium risk offenders. Contracts contain a number of features including volume sensitive pay bands, and Payment by Results mechanisms. We have submitted notice to terminate the contracts early [now December 2020].

You will be contributing to the exit management and contingency planning for the community rehabilitation contracts, along with aiding the day to day delivery of key operational objectives and performance management of the suppliers. You will be required to work collaboratively with a range of stakeholders including Policy, Finance and Legal. These are challenging and rewarding roles which will require relentless focus and commitment for a minimum of two years in the role.

You will be required to think and act commercially to ensure critical public services are delivered at value for money. We are looking for exceptional individuals who can combine strategic thinking, commercial acumen and ability to get things done effectively and at pace in order to successfully secure the procurement of future probation services.

Responsibilities

The Senior Commercial Manager will support or lead on the followings:

  • Ensure robust management of commercial delivery against the contract
  • Delivery of continuous improvement and innovation to drive best practice
  • Ensuring a robust approach to contract and commercial management within the team.
  • Development of key senior relationships across the Probation Services portfolio and within the wider stakeholder remit.
  • Analysing supplier and performance information, and monitoring exit plans and contingency planning for continuity and ensuring delivery of key attributes by providers.
  • Lead on negotiations, claims and resolution of disputes as and when they arise.
  • Aid and support the live operation of the current Probation services contracts across the 21 CRCs and 7 Parent Organisations;
  • To aid Contingency Planning and where required attend Contingency Events to support Senior Commercial Lead and Deputy Director
  • Delivery of continuous improvement and innovation to drive best practice for Probation Services.
  • Drive commercial and contract management opportunities to deliver value for money

 

Experience

The Senior Commercial Manager should demonstrate the following experience and skills:

Essential:

  • Effective Leadership
  • Strong people skills
  • Strong commercial acumen;
  • Understanding of public sector procurement legislation;
  • Experience in identifying risk and development of mitigation strategies;
  • Awareness of commercial law;
  • A good understanding of private and third sector drivers and motivations;
  • Experience of working collaboratively in multi-disciplinary teams and influencing decisions;
  • Strong drafting and oral presentation skills
  • Experience of dealing with external suppliers and managing their expectations

Preferable:

  • Proven track record of commercial experience within a complex environment;
  • Member of or studying towards qualified purchasing professional (MCIPS)
  • Member of or studying towards IACCM qualification

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
