It is an extremely exciting time here at HM Courts and Tribunals Service (HMCTS) - we are currently undertaking a first-of-its-kind Change Programme to modernise judicial service and exploit digital technologies to better serve the public. With over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world, and is the most significant transformation of courts and tribunals since the 19th century.

Reform provides the opportunity to place citizen needs and expectations at the very heart of HMCTS - we are focused on radically improving the customer journey for all so the public will be able to participate with confidence and understand what is happening at all stages of their case. Underpinned by technology-enabled business change the portfolio is complex and broad, encompassing people, property and cutting-edge digital transformation. Transformation will reduce cost and increase confidence in the judiciary and justice system whilst delivering benefits to both HMCTS and taxpayers. We are approximately half way through, and have now introduced several new services at scale, proving that digitally enabled processes can be implemented successfully. As we progress into the next phase of the programme our key challenge is to increase the pace of delivery significantly.

To support us on this journey, we’re expanding the team and now are looking for Recruitment Manager to join the C-CoRe Team (Capability, Commercial and Resourcing Team). As part of the Change Directorate you will be at the forefront of creating and implementing change in our world-leading justice system. The Programme is ambitious and we need resilient, resourceful and adaptable people to make it happen.

Recruitment Manager

The Recruitment Manager sits within the Capability, Commercial and Resourcing Team (C-CoRe) and is ultimately responsible for ensuring the right people and skills are hired across the programme.

You will work closely with director-level hiring managers to develop and implement recruitment plans and deliver the full end-to-end recruitment life cycle as they look to hire the right people to help deliver change. You will be proactive in promoting an efficient and consistent recruitment service to the business and have the scope and autonomy to bring your own ideas contributing to continuous improvement in talent acquisition strategy.

You will be able to demonstrate excellent client relationship management and have the gravitas and commercial awareness to establish credibility with senior management to successfully deliver a timely and high-quality recruitment solutions.

The key purpose of the role is to:

  • Develop and implement processes and tools to ensure that all programme recruitment requirements are effectively identified, tracked and fulfilled, taking proper actions to close gaps.
  • Build a quality business relationship with the internal customers and external partners
  • Monitor and constantly review the recruitment process using Lean principles.
  • Manage and help develop the recruitment team.
  • Act as a single point of contact for managers regarding recruitment topics

Key Responsibilities & Requirements:

Recruiting

  • Manage the end-to-end recruitment lifecycle, identifying risks in advance and taking actions to mitigate them.
  • Monitor the success of campaigns against requirements, challenging the status quo and suggesting ways to improve the recruitment process.
  • Develop the overall candidate attraction strategy utilising social media, professional networks, industry groups, direct attraction, job boards and 3rd party advertising platforms.
  • Ensure a high-quality candidate journey by reviewing existing processes and making evidence based proposals for changes and improvements.

Stakeholders

  • Maintain a positive profile with all Hiring Managers, to work closely with the team to ensure that current and future resource demands are identified.
  • Develop and maintain positive relationships with all key internal and external programme stakeholders, including BAU Delivery Directors, HR, MoJ and other government departments.
  • Provide guidance and support to hiring managers to ensure they can identify and hire the right candidates.
  • Collaborate with workstreams to identify improved ways of working which benefit teams and departmental priorities.
  • Encourage feedback from a wider range of sources and customers to help inform decision making and improved ways of working.

Workforce Planning & Reporting

  • Understand workforce requirements and ensure plans are in place to deliver an appropriate mix of civil servants and contractors
  • Ensure that all required business cases and agreements are in place for contingent labour, and expenditure is tracked, to ensure continued provision of contingent resource.
  • Ensure that resource risks are effectively identified, reported and mitigation plans are implemented.
  • Working with colleagues to ensure one source of data for current workforce and future requirements
  • Develop, implement and continuously review processes to ensure that programme resource levels are monitored and accurate data is provided.

Team Management

  • Leading and motivating the Recruitment team under the guidance of the senior manager, driving exceptional performance, and embedding HMCTS values and behaviours
  • Helping to set and managing Recruitment team goals and objectives, ensuring alignment with wider programme goals and priorities
  • Developing individual and team capabilities

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.

Secondments and loans will be considered on an individual basis.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
