Operational Delivery

The role of Project/Delivery Manager is based at the Office of the Public Guardian (OPG) within the Change Management Office. The Public Guardian’s responsibilities include registering lasting powers of attorney, supervising the work of attorneys and deputies and protecting people who lack the capacity to make decisions for themselves.

The post holder will be responsible for ensuring the successful delivery of portfolio projects within set parameters. They will do this by providing a consistent approach to delivery, utilisation of the best tools and methodologies for the situation and reporting of governance information.

The project delivery manager is responsible for ensuring that governance procedures are adhered to and that governance documentation is kept up to date as per the portfolio framework. The role will include oversight and management of the start up and business change lifeycle of each project within the portfolio. This can include the creation of documents to cover planning, risk and benefit management and will involve the removal of blockers to effective project delivery.

The Project/Delivery Manager will report directly into a Senior Project/Programme Manager and may have responsibility for several projects. The Project/Delivery Manager will be expected to work alongside a business Product Owner who has overall responsibility for ensuring delivery, to ensure consistent approach to delivery is being maintained.

The role may have direct line management responsibilities for 1 Project Support team member who will be responsible for supporting delivery of projects within the portfolio.

Duties and Responsibilities

1. Delivery of small/medium projects up to a value of £400K

  • Ensuring that projects are delivered by the business within the parameters of, time, cost and quality
  • Provide and maintain a consistent approach to delivering portfolio projects
  • Utilise the best tools and methodologies to increase project success rates
  • Enable the business to focus on outputs and benefits by providing governance and management of projects
  • Reporting on governance information to the Portfolio Office
  • Develop contacts from the wider civil service to promote best practice sharing.

2. Planning and management of activities and deliverables to reach the appropriate outcome

  • Ensure formal governance procedures are adhered to manage the lifecycle of a project to ensure a successful outcome
  • Create project documentation that is light touch but meets the needs of key governance boards to cover areas such as, risk, issues, project plans, benefit plans
  • Ensure that project governance documentation is kept up to for the utilisation of the Portfolio Office and seek the most effective way of displaying information alongside the portfolio office.
  • Effectively use management techniques to co-ordinate and facilitate project activities with Product Owners.
  • Organise the project team to maximise delivery outcomes
  • Remove blockers to the effective delivery of the project

3. Stakeholder engagement and requirement gathering

  • Work alongside Product Owners and Subject Matter Experts from the business
  • Work with the business to form a consistent understanding of project objectives and a definition of done
  • Enable the business to be a fundamental part of delivery, focusing on the output and benefits
  • Provide regular communications with stakeholders to maintain engagement with projects
  • Support for resourcing and recruiting projects to ensure delivery

4. Line management of Project Support role.

  • Direct line management of project support team members

5. Up-skilling of junior staff members in project delivery

  • Responsible for the development of the team to ensure they are sufficiently trained and developed to assist the Project Delivery Stream in ensuring the successful delivery of projects within the portfolio
  • Develop staff from across OPG in project methodologies, to ensure a consistent way of delivering using the best tools.
  • Help to develop relevant training material for the OPG in various project and programme delivery methodologies to create a programme of learning in change management.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
