Overview of the job

The HMPPS Finance Directorate within MOJ Finance is responsible for providing all Finance support to the HMPPS Agency across eight directorates.

The post holder will support the Contracted services team through the validation of financial data and assisting with the production of monthly reporting within HMPPS. The role will report to the Facilities Management (FM) Finance Manager who reports to the Senior Finance Business Partner.

Summary

The primary purpose of the role is to support the Business partnering team in providing a collaborative partnership for the Facilities Management contract and liaising with PSP regarding capital expenditure and priority projects.The post holder will be responsible to the SFM for ensuring that all transactions are verified, recorded and reported appropriately, adhering to all relevant timescales.

This post holder will have no line management responsibilities

Responsibilities, Activities & Duties

You will be required to carry out the following responsibilities, activities and duties

Stakeholder Engagement

  • Liaise with the PSP finance business partner group to ensure accurate records can be maintained.
  • Liaise with all relevant stakeholders to ensure that reporting deadlines are met, highlighting pertinent information and actions required.
  • Act as the single point of contact in relation to any queries on Capital expenditure.

Expert Financial Advice

  • Assist the SFM in budget management processes, including business planning, budget planning and forecasting;
  • Assist in the identification of potential measures to deliver budget efficiencies either through cost savings or re-allocation of financial resources;
  • Accountable for Capital expenditure information providing explanations for under and overspends;
  • Manage the preparation and production of finance reports, including monthly management reporting;
  • Undertake regular reviews of expenditure including assisting with the understanding of under / overspends to assist budget holders in managing their budgets;
  • Responsible for ensuring that monthly accounting processes are carried out including calculation of accruals / prepayments, undertaking payroll reconciliations and journal processing;
  • Responsible for ensuring that costs are allocated appropriately across funding sources;
  • Review the accounts to investigate any discrepancies in financial data, ensuring they are corrected promptly;
  • Have an understanding of financial risks and issues, ensuring they are monitored and reported to the SFM as appropriate;
  • Assist with provision of audit information as required;

Essential Skills Qualifications & Capabilities

Please state any skills, qualifications, accreditations and registration required for the job:

  • AAT qualified or competence to a similar level through relevant financial experience. The definition of relevant financial experience is that the member of staff should have had no more than 6 months out of the finance function as they need to have had hands on experience with the latest set of accounts.
  • Experience and knowledge of a prison and / or probation operational environment is desirable;
  • Experience of delivering high performance and continuous improvement;
  • Experience of presenting financial interpretation and recommendations at a manager level;
  • Strong interpersonal and relationship management skills with the ability to communicate and influence effectively with stakeholders at manager levels;
  • Influencing Skills;
  • Must be able to adopt a proactive problem solving approach in order to be able to respond to the changing needs of the business;
  • Experience in central government financial management, financial analysis and financial planning;

 

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Baseline Personnel Security Standard (BPSS)
