Summary:

The Criminal Injuries Compensation Authority (CICA) deals with compensation claims for physical and mental injuries suffered by victims of violent crimes. Last year, CICA received over 30,000 claims and paid over £150 million in compensation.

The Director of Finance is responsible for the successful operation of the entire finance function, including strategy and planning, in-year financial management, compensation payments and statutory reporting. This will include leading the team of 8 people, and working flexibly across finance disciplines to deliver.

The post holder will be a member of the Executive Management Board and will contribute to leading and directing the organisation, we well as providing expert financial advice to the Board to support its decision making. As part of the MoJ Finance function, they will also play a key role in delivering an efficient, joined up finance service across the department and its Agencies.

The post holder will also have responsibility for managing the contract to administer Retained Awards – compensation held in trust on behalf of the (usually minor) victim. This will include day to day oversight of the work of the Retained Awards team.

Main duties and responsibilities:

  • Lead and develop the finance function within CICA, including acting as Head of Finance Profession within CICA and encouraging staff development.
  • Provide strategic financial leadership within CICA, in particular to the EMB and senior leaders within the organisation, putting finance at the core of the organisation’s decision making;
  • Lead on embedding functional leadership within CICA and MoJ and ensure CICA takes full advantage of the opportunities and potential benefits;
  • Ensure effective communication on Finance matters across CICA and highlight and explain cross-functional issues that affect the wider organisation.
  • Oversee strong financial control and governance frameworks within CICA.
  • Ensure sound medium term financial planning, resulting in sustainable and efficient budget allocations each year
  • Embed a culture of continuous improvement within the Finance function
  • Ensure the CICA EMB / Ministry of Justice / Scottish Government are provided with high quality financial information.
  • Oversee Retained Awards contract to ensure optimal balance between internal operational efficiency and returns on the funds.
  • Ensure CICA meets is statutory financial and reporting requirements, including leading on liaison with external auditors (National Audit Office)

 

The essential minimum criteria for this post are:

  • Qualified accountant (CCAB or CIMA), with five years’ post-qualification experience managing a finance function, and experience of managing and motivating a finance team operating and delivering to tight deadlines..
  • Proven track record of setting clear priorities, and managing resources to deliver them.
  • Experience of managing teams successfully through business change
  • Experience with complex data analysis and ability to interpret and appreciate when further analysis is required and be responsible for validity and accuracy of financial information.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Baseline Personnel Security Standard (BPSS)
