Overview

The Ministry of Justice sits at the heart of public service. It works to protect and advance the principles of justice that underpin our democracy. The Ministry is looking to recruit a financial accounting team leader to strengthen the finance team within the Criminal Injuries Compensation Authority.

Responsibilities

You will undertake operational management of a Financial Accounting team, and completion of accounting balances and periodic financial returns. The post-holder will ensure the effective application of financial governance. This includes control accounts, financial reconciliations, non-current asset register, invoice processing, debtor management and cash handling. In addition the role oversees compensation payments to applicants and payments to key suppliers

Strategy and Planning:

  • Assist in the provision of information to support the development of MA, FM&C and Directorate business plans over the short, medium and long term;

Stakeholder Engagement

  • Liaise with stakeholders on behalf of the TL to support organisational performance and delivery of plans;
  • Liaise with stakeholders within the F&A Directorate to ensure that time critical monthly, quarterly and annual accounts are delivered accurately and to timescales and are effectively integrated within the NOMS Agency overall position;

Expert Financial Advice

  • Assist the TL in budget setting and management processes, including budget planning and forecasting;
  • Undertake regular reviews of expenditure including assisting with the understanding of under/over spends to assist budget holders in managing their budgets;
  • Contribute to a culture of financial awareness across all business units within the Directorates;
  • Provide un-biased support and advice to business hubs and FBPs, adhering to internal financial controls to ensure propriety and regularity over the use of public funds;
  • Provide detailed information on budget versions, for near cash, depreciation, AME, capital and resource budgets within each Directorate as requested;
  • Update records and systems to ensure the integrity of the NOMS General Ledger and Oracle processes;

Skills & Qualifications

Essential Criteria:

  • CCAB qualified accountant (i.e. ICAEW, ICAS, ICAI, ACCA, CIMA, CIPFA) or a recognised equivalent
  • Comprehensive knowledge of IFRS and/or FReM reporting requirements for central government
  • Proven ability to meet tight deadlines within unpredictable and demanding environments whilst delivering high quality products;
  • Proven ability to engage and communicate effectively with stakeholders;
  • Experience of dealing with external auditors; and
  • Excellent Microsoft Office skills.
  • Understanding of financial management in a central government context.
  • Experience of Oracle Financials.

Location

The post will be located at our Glasgow hub at Alexander Bain House.

Under MOJ Pay and Allowances guidance, an allowance is applicable to candidates with a CCAB or equivelant qualiication.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
