Location: The postholder will be expected to work flexibly and spend at least three days per week in Southern House, Croydon. Regular travel to locations across England and Wales may be required.

Duration: 2 year fixed-term contract (with scope to extend for a further 2 years)

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Crime Programme

The Crime Programme is a key part of the HMCTS Change Programme and is delivering key aspects of the Crown Prosecution Service’s CJS Strategy & Action Plan (who are delivering the Programme in partnership). It is a business transformation programme which will enable the criminal justice system, and the individual agencies working within it, to fundamentally change the way they work, to be more efficient and effective and deliver a better service for society and taxpayers.

For the first time, criminal case information will be kept together in one place, instead of being re-entered and replicated on numerous different systems. Parties will be able to access and update the same data set based on their security profile and associated access rights. The initial focus is on processes and systems in HMCTS and CPS, and the interfaces with the legal defence community, Police, NOMS and other prosecuting authorities with respect to cases heard in the Magistrates’ and Crown Courts in England and Wales.

 

Business Change Manager

The scale and impact of the Crime programme on the business is significant and wide ranging, including: a new operating model & organisational structure; new systems and processes; as well as new roles, behaviours & ways of working. The Business Change team's key purpose is to ultimately ensure that the business is ready and willing to accept these complex and far-reaching changes.

As the Business Change Manager, you will be responsible for driving and releasing change across the Crime programme:

  • Driving change focuses on change strategy, planning and measuring impact.
  • Releasing change is centred around inspiring people, working closely with the business to harness their energy in support of the change vision and preparing the business for change.

You’ll do this by ensuring there’s a holistic business perspective underpinning the changes we make, and the way we introduce services.

As part of the wider Programme Delivery team, you will work with the business, project teams and other enabling workstreams to ensure that the business is ready, willing and able to transition to the required new ways of working and that project outcomes are delivered.

 

Key Responsibilities

  • Plan and manage work to ensure business change activity is delivered consistently and to a high standard across the Project and that:

- Change impacts are understood,

- Change plans are managed and monitored effectively

- Change and training interventions have been designed to ensure everyone is willing and able to accept the change

- Work with the Project to ensure that the business is ready to accept any changes or go-lives

  • Work in collaboration with key senior stakeholders across the business, including regular engagement with the Operations Delivery Directors to ensure the business are involved with change efforts at the earliest stage, understand the change ahead and can drive the change forward
  • Build relationships with the development teams to ensure design & development meets the needs of the user/customer

- Provide Business Change input into Projects, including accountability for the relevant elements of the Project delivery roadmap, release planning and any transition strategies and/or roadmap

- Provide guidance, support and assurance to the Reform Projects on their business change efforts

  • Actively encourage contributions, involvement and feedback from a broad and diverse range of staff who will be affected by the change, using their feedback and insight to drive changes and or improvements to the business change approach

- Capture lessons learned to iterate and continually improve change interventions and approaches

- Champion a consistent change management approach for Projects and influence key stakeholders within the Programme in line with HMCTS Transformation Framework

  • Use influencing and persuasion skills as required to resolve issues amongst Programme, Project and business resources, ensuring that Programme and business priorities and needs are appropriately balanced to enable successful delivery of the change.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

 

Key Requirements

  • Previous experience leading and embedding business changes, ideally as a formal Business Change Manager within a large-scale and highly complex environment.

- Ideally you will have or be working towards a Business Change qualification such as APMG, ProSci or equivalent

- Knowledge of best practice standards, tools, processes and techniques.

  • Previous experience in a Project/Programme/Portfolio environment

- Familiar with Agile development methodologies and the ability to work as part of a solution development team if necessary (formal agile qualifications such as AgilePM, Scrum, Kanban etc. is not necessary).

- Creation and maintenance of delivery plans so that delivery, costs and benefits can be identified and managed.

  • Experience of building productive relationships with internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products.
  • Ability to communicate clearly to a non-technical audience
  • Demonstrable ability to lead and manage a team, while also working effectively on your own.
