The role of Business Analyst is based at the Office of the Public Guardian (OPG). The Public Guardian’s responsibilities include registering lasting powers of attorney, supervising the work of attorneys and deputies and protecting people who lack the capacity to make decisions for themselves.

This role will be vital in the delivery of the OPG's continued transformation and will be essential in ensuring that the resources and skills within the OPG are directed to those areas with the biggest benefits and in order to provide an effective and efficient service to customers.

The role will be to head up a business design team and have accountability for the delivery of continuous improvement (CI) across the organisation. The successful candidate will lead on work to understand the organisational business need, including strategy and business plan development, defining and standardising policies and workflows and assisting service managers and product owners with the interpretation of business rules and requirements.

The successful candidate will also have direct line management responsibility of a Continuous Improvement Consultant, who would lead the day to day CI roles.                                                                  

Duties and Responsibilities      Details.

Delivery of business process target operating model

  • Understanding of OPG's end to end processes and development of continuous improvement strategy against the overall business design and target operating model
  • Working with Operational Executive and SLT to help define and plan process redesign within their areas
  • Reporting to relevant governance boards on key streams across the OPG and providing assurance over delivery of PTOM
  • Key understanding of assurance, governance and risk management processes within the OPG and wider MoJ.
  • Work with SMEs to understand and model existing processes tracking CI concepts such as value, waste and speed.
  • Overseeing the development of the OPG target process operating model (TPOM) through engagement with internal and external stakeholders to understand the strategic direction of travel
  • Ensuring the coordination of resource across the OPG to ensure the delivery of the TPOM across OPG, prioritising delivery in terms of benefits realised
  • Key understanding of OPG tactical and Strategic direction
  • Strategic action planning and business planning - driving planned activity and ensuring continued review of our strategy and development of business plans
  • Managing the impact of change on culture and people by showing awareness of people impact assessments

Delivery and development of product and service designs

  • Working closely with business and digital product owners, service manager and user researchers to help research the problems that exist within product and service delivery
  • Using tools and techniques to validate and evidence business need for improvement and use this to map ideal service designs
  • Support portfolio and project change across OPG ensuring that impacts on service and product design are validated and understood
  • Coordinate the delivery of product and service improvements across the range of projects, products and areas ensuring impacts on people, services, and systems are controlled3.

Resource management for CI and business engineering

  • Understanding of OPG's end to end processes and development of continuous improvement strategy against the overall business design and target operating model
  • Overseeing management of prioritising efficiencies of processes
  • Ensuring a culture of continuous improvement within the OPG and helping all areas of the organisation to use CI tools and techniques to improve customer satisfaction, benefits realisation and staff engagement targeting the highest areas of the business to ensure understanding of the strategy
  • Key understanding of MoJ's Transformation programme and anticipating changes that may impact OPG as a result, assessing the risk and ensuring organisational readiness for change
  • Ensuring the organisation are moving towards transforming their maturity in continuous improvement and managing the CMT to ensure resource is focussed in those areas requiring most support to achieve the transformational vision.

Business analytic support for the OPGs digital transformation

  • Promoting and instilling the use of best practice project methodology e.g. Agile, Prince, scaled blends of other project management techniques to achieve OPG's strategic outcomes.
  • Development of a learning pathway for OPG Change Management to include scalable change and project management learning
  • Responsibility for assessing OPG's competence and tracking the development of the organisation, deploying skilled resource to up skill where necessary.

Line Management responsibility

  • Direct line management of 1 x Band C Continuous Improvement Consultant.
  • Countersign responsibility of 3 x Band D Continuous Improvement Analyst

  • Provide a flexible approach to assist across the CMO.
  • Membership of OPG's Senior Leadership Team (SLT) requiring attendance at key SLT meetings, living OPG's values and expected behaviours at all times and supporting the delivery of business plan and strategic objectives through this role.
  • Work collaboratively with MoJ and wider Government to develop CI networks and links
  • Understanding of wider Government change agenda
  • Occasional travel to other OPG site may be required

  • Professional qualification or membership of a relevant body.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
