Background

The Estate Directorate operates as a corporate service function for the whole of MoJ and in doing so is responsible for one of the largest estates across Government, with a replacement value of around £8.5bn. Overall spending on the MoJ estate including depreciation, utilities, capital and resource maintenance, rent and rates is in excess of £1bn per year. The Estate Directorate is directly responsible for a substantial element of the expenditure including the capital budget for HMCTS, prison, probation and HQ properties. The 2013/14 capital budget held by Estate Directorate is £243m (including disposal receipts of £99m). The Directorate also manages spend of £252m on behalf of HMCTS (excluding depreciation) and a direct resource budget of £388.6m (including £180m for depreciation).

Lodging Managers report to their respective Cluster Managers and will reside at one of the 13 permanent sites located throughout England and Wales.

Purpose of the role

The Front of House Manager is a residential all hours’ post, has staffing responsibilities and is responsible for the Judges Lodgings allocated site in its entirety from the management of the building through to the weekly budget.

The Lodging Managers role provides a home from home service to the Judiciary when they are out on Circuit.   The post holder will operate a local budget and complete financial spreadsheets ensuring Value for Money and spend is within their SFA. Direct responsibility for building e.g. reporting and requesting works to Managing Agents helpdesk and notifying JLHO when works are not followed up. Management of Domestic Staff ensuring consistent standard of cleanliness throughout Lodgings and agency Chef. Responsible for meeting of all of the Judges and Clerks catering requirements ensuring dietary requirements are met.

Tasks /Accountabilities/Responsibilities

Front of House Manager

  • Responsible for managing the provision of a safe and secure home from home environment with an appropriate level of comfort for the Senior Judiciary and their Clerks.
  • Accountable for budget management, delivering efficiencies where possible.
  • Responsible for identifying personal training and development needs, completing ASPR’s, PMR’s, Talent Matrix when required to do so and adhering to MoJ Performance Management system, managing the lodging networks staff appraisal system throughout the year.

Customer Service

  • Work with Cluster Managers and other teams to ensure effective, consistent customer service.
  • Establish and enhance effective working relationships with your customers.
  • In-depth knowledge of lodgings to effectively deal with senior members of judiciary and senior civil servants.

Finance

  • Managing your budget and cluster budget responsibly by utilising resources effectively.
  • Complete ad hoc stock checks on visits to your sites.
  • Monitor car contract, ensuring effective usage, promoting the use of alternative options to reduce the cost of this service.

Essential criteria

  • Experience in delivering excellent, consistent customer service.
  • Ability to communicate ideas accurately, and effectively, both verbally and in written format.
  • Effective and timely management of customers’ expectations.
  • Demonstrable experience of positively adapting to and embracing business change.
  • Staff management.
  • Ability to effectively control and manage budget.

Desirable

  • Level 2 award in Food Safety in Catering
  • Knowledge of TFM process for Judges Lodgings
  • Judges Lodging Management experience.

Additional Information

  • The successful applicant will have strong organisational and customer service skills with a proven ability to deliver under pressure with experience of working closely with the Judiciary.
  • The post holder will also be expected to travel to all Lodgings throughout England and Wales as and when required to do so.
  • Attendance to all Judges Lodging Manager meetings throughout UK.

This post is an 'All Hours' post for which an Extra Duty Allowance (EDA) is payable

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Counter-Terrorism Check (CTC)
