Overview

The Parole Board is an independent body that carries out risk assessments on prisoners to determine whether they can be safely released into the community. It is an executive non-departmental public body, sponsored by the Ministry of Justice. The Parole Board members are supported by a Secretariat of around 130 staff. Staff who work for the Parole Board Secretariat are Public Servants and not Civil Servants.

The Member Development and Practice (MDP) directorate is responsible for all matters relating to Parole Board members including recruitment, training, practice guidance, and quality assurance. The post-holder will join a small team within the MDP directorate that develops and delivers a quality assurance framework for members, including a learning and development strategy. This role is critical to helping members carry out their function and make effective decisions about risk and public protection and contributes to and supports a number of the strategic objectives in the Parole Board’s Business Plan. The post will appeal to those who want to play an influential role in Parole Board activities and protecting the public.

The quality assurance framework is intended to help the Parole Board to monitor and maintain standards; and evidence professional and safe practice. It supports the achievement of the Board’s remit and core functions. There are already in place several formal processes by which quality assurance activity takes place. These processes are consistently under review as policy changes or as the context changes. The development of a comprehensive learning and development strategy forms an important strand of the quality assurance framework. The learning and development strategy will capture a framework for delivering training, using accessible and value for money blended learning solutions.

This role would particularly suit someone with a background in learning and development and/or quality assurance activities.

This role offers excellent opportunities to:

•        Work closely with senior stakeholders, particularly judicial, independent and specialist (psychologist/psychiatrist) Parole Board members, and colleagues at all levels;

•        Work collaboratively on the development of a strategy to provide effective, efficient and consistent learning and development for members;

•        Lead a project to develop a learner management system

Job Purpose

The Lead for Member Development will provide strategic direction and leadership to deliver the learning and development and quality assurance strands of the Member Development and Practice Directorate.

Main Duties

Implement a learning and development strategy for members.

Shape and support the delivery of a learner management system.

Provide direction for the content, delivery and evaluation of member induction and training events.

Support accreditation for members to ensure necessary resources to maintain business as usual while upholding standards.

Ensure a quality assurance framework is fully implemented.

Ensure that a quality assurance framework is linked to and informs a learning and a development strategy.

Oversee the updating of quality assurance guidance.

Manage member support, for pastoral and performance matters, escalating issues to the Head of MDP where appropriate.

Support the work of the Standards Committee and the Joint Review Panel.

To undertake these responsibilities in line with current legislation, local and national policies, and the key documents listed below.

Baseline Personnel Security Standard (BPSS)
