It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Project Support Officer – Civil, Family and Tribunals Programme

Civil, Family and Tribunals (CFT) is one of the key programmes enabling the transformation of judicial services. Current HMCTS services are typically supported by high-volume, paper based processes. The CFT Programme’s main technology objective is to develop efficient, proportionate and accessible digital services delivering access to justice via appropriate modern channels. These digital services are being developed within a coherent architecture which maximises reuse across the services.

As the Project Support Officer your key purpose is to enable the smooth running of a project by supporting the project manager through the operation of project management processes, and the co-ordination of business management actions and activities on their behalf:

  • Supply excellent project or programme related support across the CFT programme
  • Assist with effective communication between project management and the business
  • Provide a central project support services across the Change Directorate
  • Maintaining central project records and producing regular management reports

This role will give you a fantastic opportunity to work closely with senior internal and external stakeholders at the heart of change, to learn how a large and complex portfolio operates as well as develop a broad range of effective business skills and a variety of exemplar project, programme and portfolio management techniques and tools.

Key Responsibilities.

These vary according to individual projects but will include:

  • Implement and maintain appropriate systems to enable effective planning and scheduling.
  • Establish and maintain project controls, keeping the project manager aware of the project status. Prepare project performance reports, presenting statistics and researching new information.
  • Manage professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact for some external parties. Draft and sign-off correspondence.
  • Monitor project spend and contribute to the compilation of budgets and the development of the business case. Ensures an accurate asset register is maintained.
  • Manage potential risk areas, working with risk managers and escalating as appropriate.
  • Ensure organisational tasks are carried out efficiently. Manage and monitor compliance of the project with Departmental Security, Health & Safety, Equality & Diversity, Business Continuity and Business Planning.
  • Lead a team responsible for identifying, developing and deploying resources. Manage workforce planning, providing information for effective decision making to the Project Manager. Procurement of supplies and services related to project support within Delegated Financial Authority limits.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Key Requirements:

To be successful in this role, you should have the following:

  • Previous experience working as a member of a large project team, or a project manager for a small, low complexity project
  • Creation and maintenance of delivery plans, ideally for a project, so that delivery, costs and benefits can be identified and managed.
  • Experience of building productive relationships with internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products.
  • Ability to communicate clearly to a non-technical audience

It would be advantageous if you have:

  • Experience of analysis to determine impacts of changes and inform strategic decision making.
  • Identifying, managing and resolving strategic risks and issues so that delivery remains on track.
  • Dependency identification and management so that accountabilities and responsibilities are clear and can be tracked.
  • Knowledge of a breadth of project and/or programme management methodologies (Agile, Waterfall, MSP etc).

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Baseline Personnel Security Standard (BPSS)
