Job description overview

The Implementation Unit is looking to recruit a Senior Implementation Adviser to lead on project-based work, across the entire Ministry of Justice (MoJ) remit to investigate policy implementation issues and inform future policy development. This post will also support Ministers by monitoring and reporting on progress implementing their policy priorities.

The Implementation Unit - who we are and what do we do?

The Implementation Unit sits at the heart of the Ministry of Justice, within the Ministers, Parliament, Strategy and Implementation (MPSI) directorate. We carry out bespoke project-based work, known as deep dives, to inform policy development and investigate current policy implementation issues.

To inform our project findings we blend policy, data analysis and gather evidence from the frontline. We present our projects back to Ministers and senior officials, including evidence-based recommendations and actions to improve policy implementation. We also support Ministers by monitoring progress on implementing their policy priorities. 

Our projects are fast-paced and cover the whole of the department’s remit. We have recently worked in the following areas: prisons, magistrates’ courts, the parole review and devolution.

All members of the team have the opportunity to attend the Cabinet Office Implementation Unit’s ‘basecamp’ training, to learn the tools and techniques used by Implementation Units when conducting “Deep Dives”.

Key responsibilities

In this role, as an Implementation Adviser you will:

  • Lead small project teams to conduct “Deep Dives”, using structured problem-solving tools to understand implementation and policy challenges and make recommendations based on robust evidence.
  • Work closely with finance and business leads across the department to monitor and report on progress implementing ministerial priorities.
  • Be confident in leading research interviews and focus groups to gather views and evidence from stakeholders, frontline providers and service users.
  • Understand and analyse quantitative data and delivery systems to challenge/support your project’s findings.
  • Build collaborative, trusting yet challenging relationships with officials, policy teams, Arm’s Length Bodies and delivery agencies across the department.
  • Communicate project findings clearly and persuasively to Ministers and other senior stakeholders, using excellent oral and written communication skills.
  • Be the lead on one of our corporate roles within the Implementation Unit – such as staff wellbeing and engagement, social events, finance, resource and recruitment etc.
  • You will line manage at least one member of staff.
  • Enjoy working at pace, in a collaborative way with colleagues and be able to get to grips with complex problems quickly across a range of policy areas.

Location of Post

102 Petty France, London is our main office, however there are opportunities for flexible working (such as, working from home and condensed working hours). During our evidence gathering stage of a project, there can be a short period of travel across the UK required.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Baseline Personnel Security Standard (BPSS)
