Intelligence Analyst – Her Majesty’s Prisons and Probation Service (HMPPS) National Intelligence Unit

Do you have what it takes to help HMPPS develop its intelligence function? To help us make effective use of intelligence and deliver an intelligence service function, providing direct intelligence support to prisons and probation?

This exciting and challenging roles sits within the Directorate of Security, Order and Counter-Terrorism (SOCT).  The objective of SOCT is to support prisons and probation to recognise, understand and manage threats to operational and national security, prison order and safety, and to support our partners in upholding the rule of law. SOCT, and within it the National Intelligence Unit (NIU), exists to support HMPPS in its mission to prevent victims by changing lives. Therefore, intelligence is at the heart of our work and will inform our decisions at every level. Working with law enforcement, the wider intelligence community and through our relationships with front line staff, we will develop a picture of threat and deliver and support strategic, operational and tactical responses, with both national and local impact.

The Intelligence Analyst role provides vital support to the various intelligence analytical functions, providing high quality intelligence products. HMPPS’s efforts to tackle corruption are integral to delivering a safe and secure Prison and Probation Service. Over the last year HMPPS has worked with MoJ to complete a root and branch review of our current approach to tackling corruption. It has shown that a new, approach is needed to ensure we remain resilient to this key operational threat and adequately equipped to tackle corruption where it takes place.

As a result of the review, we have one part time national intelligence analyst vacancy working 16 hours per week based in our SOCT regional office in Birmingham. We will consider candidates who wish to apply for this opportunity as a secondment or loan, and this must be notified to the panel chair if selected for interview, along with written confirmation of willingness to release you from your line manager if successful.

What will you do?

The role is interesting and varied, but tasks will typically include:

•    Drafting bespoke intelligence reports in response to local requests or as a response to an identified threat.
•    Creating profiles for individuals of high interest, comprising of up-to-date analysis of the intelligence linked to those individuals.
•    Creating a visual representation of links between individuals and security threats at a given location.
•    Engage in the practice of ‘horizon scanning’ for emerging threats.
•    Develop methods and analytical tools to identify changes to particular trends relating to threats, problems and locations.
•    Provide support to locally based analysts within prison establishments with regards to the thematic area.
•    Handling sensitive information and intelligence in line with HMPPS policies, and relevant legislation.
•    Taking an active role in HMPPS intelligence analyst community, supporting own and colleagues’ professional development.

Who are we looking for?

Experience

•    Completed, working towards or a willingness to complete the Level 4 Apprenticeship in Intelligence Operations as a method to assist in the attainment of a certificate within the intelligence professionalisation programme (IPP).  IPP is a cross government certification.
•    Relevant practical experience of producing and disseminating analytical products.
•    Background knowledge of front line operations.
•    Stakeholder engagement
•    Line Management and leadership experience (not essential)
•    Briefing skills  
•    Good IT and presentation skills
•    An understanding of prisons, probation and/or law enforcement operating environments would be an advantage, but is not essential.

•    Strong numerical and written skills and an eye for detail so that information is presented accurately.

•    Can obtain and work with large volumes of information in both written and numeric form, some of which will be held in bespoke databases. You should be confident in organising information and using software where appropriate to do this.
•    Able to act with the highest levels of personal and professional integrity and champion these qualities in others.

Vetting

If you are successful at interview you will be required to go through a process of national security vetting at either Security Check (SC) or Developed Vetting (DV).  Both of these require scrutiny of all aspects of your personal and professional life and carry with them residency criteria as follows:

•    SC: you must have been resident in the UK for at least five consecutive years prior to the date of the interview.
•    DV: you must have been resident in the UK for at least ten consecutive years prior to the date of the interview.

Overview of the job     

This is a specialist role responsible for the analysis of complex and diverse data sets.

Summary           

The job holder will support the development of reporting data sets by providing analytical support for management information and statistics. They will develop and maintain data analysis tools to manage, summarise and present data in an understandable and usable format to internal and external stakeholders.

The role will apply specialist analytical techniques to the maintenance and development of management information and statistics. They produce high quality statistical analysis, both on a regular and an ad hoc basis

Responsibilities, Activities & Duties

You will be required to carry out the following responsibilities, activities and duties:

  • Provide accurate and in-depth data analysis to support decision making.
  • Will develop and maintain data analysis tools for internal and external stakeholders.
  • Responsible for monitoring and responding to all external data requests into the directorate within specified timescales.
  • Supporting non-analytical colleagues in use and interpretation of data
  • Utilise contrasting and incomplete datasets to draw conclusions
  • Organise and prioritise own workload, ensuring that regular reports and information are provided on time and also responds to ad hoc data requests within specified timescales.
  • Responsible for the production of complex strategic reports including indepth research and statistical analysis, the drafting of narrative and graphical representations in relation to management information.
  • Responsible for designing, operating and updating a range of reporting systems and databases, collating and supplying data for routine and ad hoc management reports safeguarding the confidentiality, integrity and availability of official data.
  • Produce reports and provide ad hoc contributions and briefing for PQs, FOIs
  • Develop and maintain data analysis tools to manage, summarise and present data in an understandable and usable format for internal and external stakeholders.

    Essential Skills, Qualifications, Accreditation & Registration    

    Analyst posts will be open to individuals who are either members of one of the four government analytical groups (GORS, GES, GSS, GSR) or who are actively working towards this

    The minimum criteria for entry into the Government Statistical Service is a 2:2 degree in a subject containing formal statistical training, or at least 2 years relevant work experience with continuing professional development leading to a statistical qualification (RSS Higher Certificate of equivalent).

    The job holder should have knowledge of:

    • The National Statistics protocols and procedures and understanding the implications of the 2007 National Statistics Acts
    • Analysing complex information using a range of statistical techniques
    • Developing systems to ensure data and analysis meet an appropriate level of quality assurance
    • A range of statistical packages, for example: SAS, Excel, Access

    Excellent knowledge of a wide range of quantitative and qualitative analytical skills including:

    • Descriptive statistics and data presentation
    • Statistical forecasting
    • Simulation modelling
    • Regression
    • Time series analysis

    Working Arrangements & Further Information

    Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

    Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
