Overview

The Office of the Public Guardian protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance.

We’re responsible for:

  • taking action where there are concerns about an attorney or deputy
  • registering lasting and enduring powers of attorney, so that people can choose who they want to make decisions for them
  • maintaining the public register of deputies and people who have been given lasting and enduring powers of attorney
  • supervising deputies appointed by the Court of Protection, and making sure they carry out their work in line with Mental Capacity Act
  • looking into reports of abuse against registered attorneys or deputies

Job Description

Duties and Responsibilities

Band D staff will need to display a commitment to Continuous Improvement, leading change and improving performance. All those appointed to new roles in OPG must be wholeheartedly committed to these principles and evidence this in their application.

Strong leadership is a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations and make effective decisions. As a Band D within OPG the jobholder must provide clear direction and focus, visibly championing the changes which deliver greater efficiencies. The Senior Leadership Team expects all leaders within OPG to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results. Line management of Band E staff may be a requirement within this role.

Responsibilities may include any of the following, according to the precise role:

  • Manage and plan the workload of a team.
  • Lead and manage a team of staff, ensuring that its members are organised, and fully skilled to meet their work objectives, using Team Information Boards (TIBs) and other continuous improvement tools. Band D leaders should effectively manage both team and individual performance, addressing any issues as they arise, in line with HR policy.
  • Assist in the delivery of performance against targets and contribute to the business plan, with particular focus on the team's area of work.
  • Work flexibly within the team to support and contribute to the aims, objectives and performance of all OPG teams.  
  • Monitor key performance areas, analysing performance trends and making recommendations for improvement.
  • Deliver excellent customer service and be committed to creating a customer centric team ethos
  • Communicate effectively with a diverse group of people via workshops and presentations
  • Ensure Governance and Assurance around the safe and secure receipt, management of processes, people, information, property, assets, and policies.
  • Manage own development as well as plan, co-ordinate and organise training and development for staff. Ensuring that learning & development needs of all staff, including inductees, are identified and met.
  • Identify staff potential and develop in line with business and individual needs.
  • Take a lead in employee engagement activities to maintain good working relationships with staff and to improve service delivery and staff morale / motivation.
  • Work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.
  • Act in line with OPG policies and lead others to do the same.

Hours of Work

Twilight hours are 2.00 pm to 10.00 pm

37 hrs per week                            

The job holder must be able to fulfil all spoken aspects of the role with confidence in English or (when specified in Wales) Welsh.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
