Overview of the job

The job holder will be responsible for providing regional drug strategy advice to establishments within their Prison Group. Providing assurance to the Prison Group Director (PGD) and Executive Director (ED) of the prisons within the group in line with the group’s drug strategy.

The job holder may have line management responsibility.

This is a non-operational role, open to both operational and non-operational staff.

Summary

The post holder will be responsible for the following areas:

  • Develop, implement and manage the regional drug strategy for their group.
  • Provide support directly to establishments on drug strategy.
  • Identify and share learning and good practice across establishments, Prisons Directorate and the wider organisation.
  • Make relevant internal and external links with key stakeholders and agencies and inform Drug Strategy policy accordingly.
  • Support the group by improving service delivery and compliance in line with National drug strategies and other relevant polices promoting and implementing HMPPS strategic aims as regards drug strategy.
  • Work with a number of relevant stakeholders to ensure joined up effective working.
  • Monitor and maintain contracts of provider agencies working within prisons within the group to deliver drug and or alcohol services, ensuring relevant outcomes are measured.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Develop, implement and manage the drug strategy for the Prison Group.
  • Provide Executive Director and the Prison Group Director detailed management information of the performance, governance and practice managed within each establishment.
  • Make relevant links and inform policy, supporting the group by improving service delivery and compliance with drug strategy and other relevant polices.
  • Promote and implement HMPPS strategic aims as regards drug strategy.
  • Work with relevant stakeholders to ensure joined up working collaboratively with key stakeholders, such as safer custody and security and intelligence functions, in relation to key corporate objectives in reducing drug supply and demand.
  • Monitor contracts of provider agencies working within prisons within the group to deliver drug and or alcohol services, ensuring relevant outcomes are measured.
  • Lead annual needs analysis, ensuring that needs are addressed appropriately in establishments within the group.
  • Engage with national resource, such as Dedicated Search and Dog teams to ensure consistency and collaborative working across the wider Prisons Group.

Establishment Support

  • Provide support to Governors on improving reduction in drug supply and demand.
  • Carry out regular assurance visits to establishments, working with local drug strategy leads and provide support, advice and guidance on drug strategy.
  • Identify and share learning and good practice across establishments, the region and the wider Prisons Directorate.
  • Utilise agreed monitoring tools to enable establishments to understand how effective their drug strategy arrangements are and what further support is required.
  • Measure outcomes against local plans such as each prison’s drug strategy.
  • Assist establishment in strengthening effective collaborative working with relation to their local healthcare and drug and alcohol providers, as well as all other providers in order to take a whole prison approach to improving drug supply and demand.
  • Where required contribute towards the partnership arrangements for the delivery of service in support of drug reduction outcomes.

The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.

The Loan/Secondment is subject to the approval of the selected candidate's Business Unit, which should be obtained before confirmation of appointment.

-HMPPS offers a childcare vouchers scheme. The scheme enables staff to take part of their salary in the form of Childcare Vouchers. This is known as a Salary Sacrifice. The vouchers can then be used to help meet the costs of any form of registered or approved childcare for children aged 0-16. The vouchers are exempt from tax and National Insurance contributions

-HMPPS is committed to staff development and offers a range of training and development opportunities, including areas such as Equality and Diversity, Dealing with Challenging Behaviour, Suicide Prevention and Anti Bullying Programmes

-There are opportunities to access promotion programmes and HMPPS provide a variety of training appropriate to individual posts
