The opportunity

The Ministry of Justice’s Legal Services Policy Division is looking to recruit two highly motivated Senior Policy Advisors to work on legal services trade & liberalisation.

You will play a central role in Government’s programme of work to ensure UK legal services and English Law remain world-leading. Your portfolio will be international and varied, covering some of the world’s biggest economies and fastest emerging markets.

Working with ministers and senior leaders, you will lead on the development and delivery of policy proposals and engagement priorities to maintain and improve the ability of UK lawyers to practise overseas. Your area of work will have a significant impact on our society as we leave the EU, ensuring the continued success one of the UK’s biggest export success stories.

You will be joining a dynamic and expanding team that covers domestic and international issues including innovation and promotion of the legal services sector. There will be numerous opportunities to work with ministers and senior leaders, and engage with key stakeholders in inside and outside of the government.

Job Description

We’re looking for self-motivated, enthusiastic and flexible individuals to lead on various aspects of the Division’s portfolio.

Subject to emerging priorities and changing responsibilities within the Division, and wider political developments, the roles will focus on building and leveraging our domestic and international relationships to progress the interests of the UK legal services sector overseas, ultimately securing market liberalisation in key jurisdictions, and / or developing the wider domestic legal services policy agenda, and supporting the Division’s engagement with legal services stakeholders.

Successful candidates’ responsibilities will include:

  • Leading work to ensure MoJ interests and those of the legal services sector are reflected in the UK’s independent trading policy, influencing cross-Whitehall trade strategies, and acting as an interface on legal services trade issues for other departments and external stakeholders;

  • Developing and delivering bespoke strategies for improving legal services market access in priority (non-EU) countries, working with the sector to understand and address their needs as well as across Government to ensure alignment with wider international priorities;

  • Coordinating work to promote UK legal services and English Law overseas by acting as a point of contact and guide for colleagues across Whitehall and in overseas High Commissions/Embassies

  • Providing advice (written and verbal) to Ministers, senior officials and other colleagues on trade policy developments and engagement with the legal profession

  • Line managing 1-2 staff members, providing support and guidance on daily tasks, completing HR and management functions, and fostering the individuals’ wider career development.

The roles will require the successful candidates to quickly build their understanding of the legal services sector frameworks. Training will be available, both in-house and through centrally-managed UK Government policy courses. The successful candidates will need to be highly resilient, able to work in a fast-paced and dynamic environment during a time of significant change.

Skills required

Essential:

  • The ability to manage a demanding and high-profile portfolio, delivering in the short-term without losing sight of the bigger picture.

  • Concise written communication that clearly frames an issue and recommends well thought through next steps.

  • A proactive approach to work responsibilities and the ability to work effectively on your own and through others, whilst ensuring colleagues are kept informed and feed in where appropriate.

  • Excellent influencing skills and the ability to manage high-profile relationships with senior stakeholders within Government and the legal profession.

  • Demonstrable capability for strategic thinking and the ability to bring others with you when implementing a strategy.

  • A strong team ethos and a commitment to building others’ capabilities.

  • Resilience and the ability to deal with a complex, fast-paced and demanding workload.

Desirable:

  • Be qualified to graduate level
  • Professional experience or academic knowledge of:
  • the governmental and parliamentary processes
  • policy-making in an EU or international context
  • the justice system
  • the UK legal services market and/or regulatory issues and/or trade issues

The exact split of functions between the two successful candidates will be agreed based on business requirements and individuals’ strengths/interests.

Civil Service Competency Framework

Selection process details:

An initial sift based on competency 1 may be held if a large number of applications are received. If your application progresses to a full sift, all competences will then be considered. Feedback will only be provided if you attend an interview.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
