Programme and Project Management

An initial sift based on the lead competence “Seeing the bigger picture” may be held if a large number of applications are received.

Job Purpose:

The Project Manager will be responsible for working closely with stakeholders from across the organisation to drive forward initiatives for change that will modernise and improve both the IT systems and the business process that support the Legal Aid Agency (LAA) In utilising project management techniques the Project Manager will be required to effectively manage projects from initiation right through to successful implementation, ensuring that work-streams deliver to time, cost and quality.

Organisational Context:

The Central Change Team (CCT) delivers a critical role in ensuring robust governance is applied across the LAA’s portfolio. The Central Team operates within the Directorate of Finance & Digital and ensures appropriate oversight, management, resourcing and reporting of all LAA projects and programmes. This role will play a key part in defining the organisations future strategy for change and will allow the LAA to continue to deliver against its strategic objectives.

Key Responsibilities                     

  • Effectively identifying, defining and documenting opportunities for future enhancements to both IT systems and business processes across crime case management
  • Production of standard project documentation to support project initiation
  • Ensuring the delivery of the required outputs or deliverables detailed in plans
  • Planning and managing projects from initiation to closure, accurately determining the project objectives and priorities; ensuring planning tools and techniques are applied effectively
  • Managing plans to support the activity, resources and interdependencies
  • Effectively identifying, assessing and managing risks and issues and effectively communicating to appropriate stakeholders; ensuring that risk management tools and techniques are applied effectively
  • Monitoring performance against plans and taking effective corrective action; making effective decisions based on progress; effectively communicating progress; ensuring performance measurement, review tools and techniques are applied effectively; and maintains effective records
  • Managing resources, gaining appropriate buy-in from other staff and stakeholders; identifying, communicating and escalating conflicts on demands or skills
  • Managing project budgets, monitoring and communicating expenditure to senior managers
  • Planning and assuring that quality control tools and techniques are applied effectively, maintaining effective work stream change control records and evaluating the impact of assignment change and making recommendations
  • Effectively applying configuration management tools and techniques; identifying, tracking and protecting the unique assets/documentation; recording and reporting on status; using version control procedures to ensure conformity; and ensuring that material on the network complies with protocols.

Knowledge, Skills, Experience

  • Proven experience managing change with successful outcomes;
  • Prince2 (or equivalent) and good knowledge of project planning
  • Successful track record in identifying, and managing risks and issues
  • Ability to interact and engage with stakeholders in the wider business to achieve common goals;

  • Line management of a Band C Project Delivery Support Officer maybe required.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Baseline Personnel Security Standard (BPSS)
