Fixed Term Appointment

The Criminal Injuries Compensation Authority (CICA) provides compensation to blameless victims of violent crime in England, Wales and Scotland, and since 2012, victims of overseas terrorism. Many victims who seek compensation present mental anxiety and injury, often in addition to as physical injuries. The availability and level of compensation provided for government Compensation Schemes are dependent on the nature, impact and duration of the non-physical injuries sustained. These require a clinical diagnosis and prognosis before a decision to offer compensation can be made.

We are seeking to recruit a small number of qualified clinical psychologists or psychiatrists who can assess accounts of mental anxiety or injury presented by applicants and their General Practitioners. This is a non-client facing post, which requires experience in assimilating multiple sources of complex information to provide expert interpretation and opinion. As an in-house consultant you will either confirm that there is sufficient paper based evidence to make a diagnosis of mental injury or direct an appropriate level of further investigation. You will evaluate the evidence provided and, where necessary, source further evidence from the applicant or their General Practitioner, either in writing or by telephone. Where there is not sufficient evidence to make a decision on the balance of probabilities, you may recommend that an applicant is referred for a face-to-face consultation which will be undertaken by a contracted external supplier.

This is a new initiative aimed at speeding up the assessment of applications, and helping the Authority’s decision maker teams decide an appropriate level of compensation for qualifying applicants, as soon as is practicable. To allow the effectiveness of the approach to be tested, these posts are offered on a temporary appointment of up to 12 months initially. Depending on the success of the initiative these posts may become permanent. Working patterns are available on a full-time or part-time basis (minimum of 8 hours per week), with flexible office hours between 7am and 7pm Monday to Friday, and the potential to work from home.

The CICA (2012) scheme specifies that mental injury must be diagnosed by a Clinical Psychologist or Psychiatrist. As a result, candidates must be a registered Clinical Psychologist or Psychiatrist. Clinical Psychologists must hold a Doctorate in Clinical Psychology (or its equivalent for those trained prior to 1996) and be registered with the Health and Care Professions Council (HCPC) as a clinical psychologist. Psychiatrists must have completed specialty training in Psychiatry and be currently registered with the General Medical Council (GMC).

A selection of applicants may be invited to interview. Appointment will be subject to Ministry of Justice vetting procedures.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Baseline Personnel Security Standard (BPSS)
