We are looking for experienced delivery managers based at our London HQ to lead the agile delivery of new and improved digital services right across the MoJ, our agencies and public bodies.

To be effective in this role you will have worked within structured programme and project environments, delivered a range of services through digital / web channels by sourcing and using open source and cloud technologies and crucially will have practical experience of agile development. You will also have supported business change, rationalisation and transformation programmes and must demonstrate a blend of leadership qualities and financial and commercial awareness.

As a Digital Delivery Manager you will have the opportunity to work on the organisation’s highest priority project and programmes, dealing with a wide range of complex business and technical issues.  You will work in partnership with users, policy makers, supplier and business management up to Executive level.  As a senior member of the directorate, your strategic mind-set and innovative, user-centred approach to delivery will play a pivotal role in the digital transformation of the organisation.  Your keen focus on people will be essential to develop our capability, through coaching, mentoring, and learning and development.  

Legal Aid Agency Digital

The Legal Aid Agency is going through a technical revolution which will transform the services we provide. Our role in the Digital Change team is to lead the technical delivery of the projects and programmes which will achieve the digital by default vision of the Agency.

Our mission critical digital systems and solutions are key to enabling and supporting the fundamental changes to the way the LAA and our external legal providers operate, as we continue our transition to online services underpinned with a refreshed supplier model. We deliver through an in-house software development capability, supplemented by large and small suppliers and in partnership with other government departments.

We are looking to recruit passionate, highly experienced Digital Delivery Managers to join our team of Delivery Management professionals. Responsibilities

Agile delivery managers are an essential component of the Ministry Of Justice Digital Service’s (MOJ DS) multi-disciplinary agile teams.

You will be focused on delivering what users need, using agile methodologies to deliver value and being rigorously non-hierarchical.

Your priorities will be set by your team members, under the leadership of their product manager, and your role is to help them get things done by removing impediments and blockers.

This is one of the most difficult roles in the entire MOJ DS digital team, but that’s probably why you want to do it.

As an Agile delivery manager at LAA Digital you will:

  • Enable teams to create and run outstanding user-centred digital services using an appropriate agile principles and methodologies in line with the GOV.UK service standard where applicable and MOJ and Government policies.
  • Learn from & iterate approaches frequently, to ensure the team can and do deliver in the most effective and efficient way possible.
  • Matrix-manage a multidisciplinary team, proactively addressing team dynamics and issues as they arise and remove impediments/blockers so the team can work smoothly.
  • Work with the team and product owner to define a value and user-driven roadmap for the product and translate this into actionable user stories and sprint plans.
  • Lead the collaborative, dynamic planning process - working with the team to prioritise work that needs to be done against the capacity and capability of the team and any fixed dates.
  • Build trust in delivery and demonstrate credibility with users and stakeholders; tracking and forecasting delivery, identifying and surfacing risks and issues early and representing this at governance boards when required.
  • Challenge the team to identify assumptions and risks, and proactively plan to address these throughout delivery.
  • Ensure the team are focused on delivering into production early and often to release measurable benefits; ensuring an appropriate level of quality and security for the stage (alpha/beta/live service) taking into account value for money.
  • Ensure appropriate ongoing live service arrangements for the product are in place.
  • Proactively address organisational impediments impacting delivery across multiple teams and contribute to the continuous improvement of the organisation as a whole, sometimes taking on additional leadership responsibilities to support this.
  • Actively participate in and contribute to the Delivery Manager community; sharing and re-applying skills and knowledge and continuously improving your own and the community’s practice.
  • Undertake professional development and line management of other delivery managers in the community.
  • Where necessary procure and manage 3rd parties to deliver specialist IT services ensuring ongoing value for money through effective supplier management techniques.
  • Occasional work at evening and weekends to oversee deployment of some legacy systems into live operation with minimal disruption to users.

Essential

  • Proven experience in delivering high quality digital projects and products that meet user’s needs and intended outcomes
  • Proven experience using agile project management methods and using a range of techniques to drive delivery
  • Proven experience balancing multiple priorities and dealing with ambiguity
  • Proven ability to challenge and remove any unnecessary barriers to service delivery
  • Experience in matrix-managing multi-disciplinary teams
  • Digitally literate and capable of effective engagement with users, technical staff, suppliers and stakeholders to draw out best approaches to developments
  • Highly articulate and credible at a senior level, consistently delivering accurate reporting as to the current state of play with regard to the delivery of your service
  • Experience in scaling services into robust live operation

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Baseline Personnel Security Standard (BPSS)
