Overview

The role of Change Manager is based at the Office of the Public Guardian (OPG). The Public Guardian’s responsibilities include registering lasting powers of attorney, supervising the work of attorneys and deputies and protecting people who lack the capacity to make decisions for themselves.

This role will be vital in the delivery of the OPG's transformational activity ensuring appropriate change management activities are considered throughout.

The successful candidate will lead on work to understand the change management requirements of the organisation, implementing and designing change management practices. The role will provide support across key areas of transformation, working alongside project delivery to ensure business changes are coordinated and meet strategic goals.

They will work collaboratively with wider Change management colleagues from across MoJ and the wider civil service to share best practise and role model the skills needed across organisation.

Job Description, Duties and Responsibilities –

Responsibilities may include any of the following:

Design and delivery of change management to support and enable transformation:

  • Strategic planning for change management to support transformation within key service areas
  • Managing key dependencies across transformation service areas to ensure delivery of change that meets vision
  • Working with project delivery and programme sponsors to ensure people/change management is planned alongside programme/projects
  • Championing the employee journey throughout transformation ensuring the appropriate training, communications and engagement materials are available to support implementation
  • Supporting the development of a change narrative and case for change
  • Leading activity to monitor the outcomes of change initiatives and support benefits realisation
  • Delivering change readiness and impact assessments to support project/programme delivery

Development of a change management centre of excellence:

  • Demonstrating a working knowledge of change management tools and techniques in helping to manage and deliver change
  • Developing a change management toolkit utilising best practice tools and techniques
  • Working with the L&D teams to help to develop and implement a learning proposition that meets organisational need
  • Having oversight of the delivery of Change management coaching and learning
  • Creating materials and learning to develop change management capability within the organisation
  • Developing working relationships with Change management leaders from across MoJ and the wider civil service

Change Managers are expected to display a commitment to change management and championing best practice. All those appointed to new roles in OPG must be wholeheartedly committed to these principles and evidence this in their application.

Strong leadership is a critical element of this role, as is the ability to prioritise and manage a workload, present recommendations and make effective decisions.

As a Change Manager within OPG the jobholder must provide clear direction and focus, visibly championing the people elements of the programme changes.

The Senior Leadership Team expects all leaders within OPG to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

There is the potential for line management in the future of this role.

 

Skills & Qualifications

Essential

  • Experience working in a change management function
  • Strong written and oral communication skills
  • Excellent stakeholder relationship skills
  • Excellent organisational skills
  • Results focused and able to work under pressure.

Highly Desirable

  • Professional qualification in Change management or membership of a relevant body
  • Experience of working in a transformational environment
  • Understanding of programme management
  • Experience/understanding in agile delivery methodology

Interview process

Interviews will be undertaken using strength based analysis based on the above Civil Service Behaviours.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
