The Probation Reform Programme is undertaking a significant and challenging programme of work to help stabilise and improve delivery of probation services, and design and plan for future arrangements. This is a great opportunity to work on one of the most high profile and important priorities for the Ministry of Justice, which is subject to significant Ministerial, and cross-Government interest, and will have a real impact on how we improve outcomes for offenders, victims, and the wider public. The Probation Reform Programme combines policy, operational, commercial, financial, analytical, legal and programme teams, providing the opportunity to play a vital role at the heart of a fast-moving and complex programme environment.

You are applying to join a fast-paced and wide-ranging probation reform programme, supporting diverse stakeholder engagement and communications to ensure that we get the change right. Alongside that work, the team and this role holder will have the opportunity to support critical work to consider how we best ensure appropriate services are provided for particular cohorts of offenders (for example, women, BAME, Foreign Nationals, prolific offenders, and those with low maturity and or learning disabilities). To that end the job holder will also support our programme in meeting its commitments under the Equalities Act (2010). Working with lawyers, analysts and design leads, the role holder will support the Head of Team to discharge our legal duty and ensure the proper assessment of equality impacts across the entire reform programme

Overview of the job

The Communication/Stakeholder Manager is responsible for the creation and ongoing management of stakeholder and communications strategy and will, therefore, need an awareness of stakeholder management in relation to programmes and projects.

Summary

The Communication/Stakeholder Manager role is a critical component to the successful delivery of any project, programme or activity. They will ensure the appropriate management of their expectations and agreed objectives. Stakeholder management is a process and control that must be planned and guided by underlying principles.  

Responsibilities,Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Lead on the creation,development and implementation of the Communication/Stakeholder engagement strategy, setting clear vision, direction and evaluation measures to accurately map, monitor and assess the project/programme's strategic relationships  
  • Mapping stakeholders and developing appropriate communications for each key stakeholder group
  • Producing targeted reports for specific audiences and briefings for senior stakeholders
  • Supporting and encouraging the team to build stakeholder relationships monitoring delivery of all communications outputs against agreed objectives and compliance with frameworks and strategies
  • Ensuring that stakeholder engagement is appropriately considered and actioned across communication strategies and activities to maintain corporate reputation
  • Ensuring efficiency and effectiveness of current,planned and future communication activity
  • Acts as a contact point within the programme/project ensuring attendance at all key meetings as agreed with the Project/Programme Manager
  • Develops and monitors a work plan to deliver communications agreed and works with the PMO to commission and develop products against this plan during the lifecycle of the strategy
  • Identifies and utilises audience insight and stakeholder mapping techniques to build recommendations for communications strategy and planning

Essential Skills Qualifications,accreditation & Registration

  • Recognised project management qualifications or equivalent experience e.g.PRINCE2, Association for Project Management (APM), Managing Successful Programmes (MSP)
  • Effective leadership, interpersonal and communication skills
  • Understand the management structures and culture of the relevant areas
  • Able to broker relationships with stakeholders within and outside the project or programme
  • Able to negotiate and influence stakeholders within and outside the project or programme
  • Experience of liaising and working with a diverse set of stakeholders, including senior members of staff
  • Good written and oral communication skills

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.

The Loan/Secondment is subject to the approval of the selected candidate's Business Unit, which should be obtained before confirmation of appointment.

-You are entitled to 9 days (66 hours 36 minutes) in recognition of bank, public and privilege holidays. These hours are added to your annual leave allowance. There is a requirement to work some public and bank holidays subject to your shift pattern and the operational needs of the establishment

-All external candidates are subject to 6 months probation. Internal candidates are subject to probation if they have not already served a probationary period within HMPPS
