This is an exciting opportunity to join one of the largest change programmes in government, which is internationally recognised as the most ambitious reform of a Justice System ever undertaken.

The Reform Programme is a once in a generation opportunity to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the fore-front of an increasingly competitive international legal market as well as ensuring access to justice for all. Approximately £1 billion is being invested in the programme which is due to complete in 2023/24.

We’re looking for exceptional candidates to join the Crime workstream as a Senior Digital Project Manager.

This is an exciting opportunity to work on a Programme that will genuinely have a fundamental impact on the way we undertake justice in our country.

Please note, the salary range for Outer London is £47,167 to £66,490. New recruits to the Civil Service joining MoJ are expected to join at the band minimum.

The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world.

As a Project Manager you will be at the forefront of leading and implementing change in our world-leading justice system. The Programme is ambitious and we need resilient, resourceful and adaptable people to make it happen, who have a proven track record in Project Management.

Crime Programme

The HMCTS Crime Service model was defined in 2016 and includes a series of pathways modelled around the needs of those who use the criminal justice process – victims, witnesses, defendants, judiciary and business users. Prior to the development of the Crime Service model, the Common Platform Programme was formed with the goal of creating a single system for HMCTS, the Crown Prosecution Service (CPS) and Police. This covers the scope from initial creation of a file by the Police, to the creation of the CPS’ case for prosecution and then on to the progression and management of the case to support a successful trial.

In December 2017, the decision was taken to establish a single Crime Programme, encompassing the scope of both the Crime Service model and the Common Platform, delivered through the Digital Delivery function of the Crime Programme within the context of the wider HMCTS Reform agenda. Core functions such as the Programme Management Office, Business Change and Communication and Business Architecture support the Crime Programme with a new Digital Delivery structure also put in place. The Crime Programme builds on existing achievements to ensure the delivery of a transformed service to the public designed around those who use and rely on the criminal courts.

 

Project Manager responsibilities include:

  • Define and document project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders
  • Develop full-scale project plans and associated communication documents
  • Effectively communicate project expectations to project team members and stakeholders in a timely and clear fashion
  • Estimate the resources and participants needed to achieve project goals
  • Set and continually manage project expectations with team members and other stakeholders.
  • Identify and manage project dependencies and critical path
  • Plan and schedule project timelines and milestones using appropriate tools
  • Develop a sound project plan that suitably identifies resources and project outputs
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations
  • Take ownership and responsibility in terms of time, quality and cost for all assigned projects
  • Execute project lifecycle in accordance with in-house processes
  • Take leadership in ensuring projects are correctly scoped with clearly defined outcomes and sponsorship
  • Take an active role in supporting procurement of third party services and ensuring commercials are adequate for delivering
  • Ensure all project commitments are tied to firm commercial agreements and the associated project dependencies are clearly understood by the relevant parties
  • Embrace Agile project delivery where appropriate
  • Provide effective risk management

 

You will work closely with:

  • HMCTS and Ministry of Justice staff.
  • Project and programme senior responsible owners.
  • Project and programme managers and the wider change team.
  • Customer and supplier representatives.
  • Stakeholders in the justice system.

 

Essential Criteria

  • Qualifications e.g. Prince 2, Agile etc.
  • A successful track record of leading IT projects, preferably in a public-sector environment
  • Experience of producing business cases and a working knowledge of Government business case approvals processes
  • Experience of managing incumbent IT suppliers in their delivery of IT solutions
  • Proven ability to drive through significant change whilst maintaining strong client and internal relationships
  • Proven ability to perform consistently to tight timescales with a high degree of visibility
  • 5+ years’ direct work experience in a project management capacity
  • Strong familiarity with project management software such as Microsoft Project

 

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

 

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Crime Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.

Secondments and loans will be considered on an individual basis.
