Job Description:

To support the Facilities Manager with the management of health and safety within Axis, OPG. Ensuring health and safety principles,procedures and policy are fully embeded across the office, supporting colleagues in Embankment, Axis and Petty France. They will be required to promote consitency and good practice in occupational health and safety by working in collaboration with managers and staff across the office. To assist in dealing with all health and safety issues raised in a timely manner and where appropriate escalating for issue resolution to the appropriate health and safety committees and MOJ health and safety advisors.

To ensure that all contractors and visitors to OPG are made aware of health and safety arrangements when on site and that all risk assessments including DSE, pregnancy and office inspections are carried out within agreed permitted timescales.

To organise and maintain schedules of health and safety maintenance and records in line with Health and Safety at Work etc., Act 1974.    

Work to agreed targets and indicators, managing resources and using ICT systems to support your work. Manage contentious or sensitive issues, referring to your line manager when necessary. Participate in and promote within the wider Facilities Management Team a culture of continuous improvement and excellent service delivery.

Due to the nature of the role some travel to other OPG and MOJ sites may be required.

Responsibilities will include

Health and Safety Management within OPG

To be responsible for supporting the Facilities Manager with the day to day management of health and safety within OPG. Understand and act on the relevant policies and procedures in health and safety including but not limiting Fire Safety, First Aid, DSE and Risk Assessment policies etc. Ensure appointed staff in health and safety roles are suitably trained for their duties and provide appropriate developmental opportunities as identified and where necessary.

Ensure that health and safety appointed staff discharge their responsibilities in line with training received, relevant legislation policies and procedures and that duties are carried out effectively. Liaise with other managers to improve performance in health and safety and resolve any issues arising.

Building Management

Liaise with the Axis, Embankment and Petty France Facilities Management, Health & Safety Teams and business partners to manage and resolve problems with building health and safety as and when required.

Develop and maintain good working relationships with building management to ensure that OPG’s health and safety is uncompromised by obtaining health and safety information of other tenants, including information on Fire Risk Assessments, PEEPS, and Evacuation Procedures etc. Where necessary arrange meetings with other building managers to address any health and safety concerns as they arise.

Health & Safety & operational security

Be proactive to resolve health and safety issues before they arise. Ensure appropriate numbers of staff are trained as DSE, Fire/Bomb Wardens and First Aiders. Manage any incidents as they arise, ensure any lessons are learned and risk assessments are maintained and reviewed in a timely manner.

Meet regularly with OPG staff and with landlords to discuss and resolve any issues arising.

Encourage a culture of challenging health and safety breaches.

Provide advice and suport to staff and management on health and safety.  

Promote a culture of excellent service delivery and continuous improvement

Liaise with colleagues to ensure that work is effectively managed, and to foster good working relationships

Proactively look for ways to improve service delivery, and work with colleagues and you manager to suggest and introduce improvements.

Participate in evaluating and improving your own performance: regularly review your performance record to assess your strengths and areas for development, and work with your manager to identify learning opportunities

Work flexibly within the team to support and contribute to the aims, objectives and performance of the Facilities and all OPG teams.

Ensuring all health and safety information is captured and maintained on health and safety spreadsheets and presented in an agreed format at health and safety committee meetings.

To drive DSE performance within OPG meeting a target of 95% overall achievement by 31st March 2018

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
