Background

Her Majesty’s Courts and Tribunals Service (HMCTS) is responsible for the administration of the criminal, civil and family courts and tribunals in England and Wales and non-devolved tribunals in Scotland and Northern Ireland. It provides a fair, efficient and effective justice system delivered by an independent judiciary. HMCTS aims to ensure that all citizens receive timely access to justice according to their different needs, whether as victims or witnesses of crime, defendants accused of crime, consumers in debt, children at risk of harm, businesses involved in commercial disputes or as individuals asserting their employment rights or challenging the decisions of government bodies.

Consequently, there are high expectations of all staff regardless of the job they do and high performance is expected from everybody. The organisation is continuously adopting new or better ways of working to ensure that it focuses on just that which is essential.

Band C staff will need to display a commitment to four key principles: Continuous change, continuous improvement (CI) principles, managing uncertainty and improving performance. All those appointed to new roles in HMCTS must be wholeheartedly committed to these principles and evidence this in their application.

Overview

HMCTS is a continually changing organisation. Strong leadership is a critical element in this being successful. Jobholders who have responsibility for managing staff will be required to provide clear direction and focus, visibly championing the changes which deliver greater efficiencies. HMCTS expects managers in the organisation to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

The key purpose of the role is to

Provide leadership to the London Region Magistrates’ Court Judicial Secretariat team, reporting to the London Legal Management Team, and responsibility for the line management of a team of Band D Team Leaders and the wider administration team of Band E staff.

Key responsibilities

  • Lead an administration team in the delivery of a consistent and customer focussed service to the magistracy, District Judges (Magistrates’ Courts) and the Lord Chancellor’s Advisory Committees
  • Ensure effective deployment of resources to meet operational needs
  • Ensure the delivery of performance management objectives

Duties and Responsibilities

Team Leadership and People Management

  • Maintain effective working relationships with to local managers and provide direction and support, setting local priorities which are consistent with business objectives
  • Ensure team targets are met and resources are managed to deliver highly effective performance, identifying process improvements, understanding and managing associated risks; building on team strengths
  • Act as a mentor and coach to team leaders and team members contributing to their individual development and the overall development of the team ensuring compliance with relevant performance and development systems and training needs are identified
  • Ensuring compliance with HMCTS values, policies and procedures (including diversity, attendance and discipline, HMCTS Assurance Programme)

Magistrates’ Rota / Judicial Deployment

  • To be accountable for the effective use by the team of the HMCTS Rota programme and other administrative systems when managing magistrates and Judges sittings in all relevant jurisdictions
  • To provide management information reports and analysis on magistracy deployment issues
  • To liaise with the Chief Magistrates’ Office in deployment of Deputy District Judges
  • Ensure mentoring schemes for new magistrates and magistrates’ appraisal schemes are effectively administered by the team

Bench Chairman’s business support

  • Ensure management information systems and databases are maintained with current and accurate information
  • To support communication strategies with Magistrates’ benches using a range of methods and styles but particularly maintaining website or online resources
  • Maintain effective working relationships with the judiciary and liaise with Bench Chairman to understand specific concerns and issues, negotiating solutions where appropriate
  • Liaise with other HMCTS teams in the management of systems to ensure efficient processing of Magistrates’ expenses claims in accordance with standard procedures

Leadership of the Advisory Committee secretariat

  • To provide leadership to the administrative team supporting the work of the Advisory Committees and their Secretary
  • To ensure effective and efficient systems in the management of magistrate recruitment campaigns, disciplinary investigations and wider work of the committees
  • Liaising with the judicial office in maintaining Advisory Committee records including Magistrates’ personal files, confidential records of conduct and conduct investigation hearings, bench profiles, etc.

Leading the legal advisor and magistrate training administration team

  • To provide leadership to the London Legal Training Unit in the delivery of administrative support for magistrate and legal adviser training programmes
  • To support the annual reporting requirements to Judicial College on standards of training and to maintain systems for analysing data on course evaluations/feedback and produce reports and recommendations for improvements

Other duties

Some travel between the different court locations is required. The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

This role is part of the Operational Delivery Profession. Operational delivery professionals are the outward face of government, providing essential services to the public in a variety of roles. Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
