Role

The Judicial Appointments Commission (JAC) is an independent body that selects candidates for judicial office in courts and tribunals in England and Wales, and for some tribunals with UK-wide jurisdiction.

We’re looking for a number of Team Managers who are experienced in running and overseeing campaigns/projects, understands and is familiar with changing digital requirements; engages with people including key stakeholders; proactively manages risk; and who takes pride in their work.

The role holder will be part of the operations team and work with colleagues across the JAC to plan, develop and implement selection exercises. We base our work on user needs, understanding requirements and evaluating results.

The JAC was set up to maintain and strengthen judicial independence and to make the appointments process clearer and more accountable.

Main responsibilities of the role will include

  • Lead in the planning and managing of selection exercises;
  • Consider and advise on which assessment tools to use to attract and select the most suitable candidates;
  • Prepare key documents for launch of selection exercises;
  • Manage the accurate collection of statistical information and report on this at key stages throughout the selection exercise process;
  • Use statistics to inform analysis of all assessment tools (e.g. Qualifying Tests and Role-Plays)
  • Liaise and attend key meetings with our stakeholders;
  • Proactively identify and manage risk throughout the delivery of every selection exercise;
  • At the end of an exercise, lead on the evaluation and produce a report identifying strengths and weaknesses and extrapolating lessons which might be applied to future policy;
  • Draft progress and outcome reports at key stages of the exercises and as required;
  • Organise and manage the process for selecting candidates who are invited to the final selection day;
  • Organise and manage selection days including briefing panels and liaising with external contractors, such as actors;
  • Manage the budgets of each selection exercise;
  • Line management of 2-3 staff;
  • Make presentations to key meetings such as the Commission Board and the multi-agency Advisory Group.
  • Deploy offsite, sometimes overnight, to Scotland, anywhere in England and Wales to assist in the successful delivery of exercises

As with all posts within the JAC we expect successful postholders to be flexible and to support colleagues across the organisation to support the delivery of objectives with particular relevance to selection exercises.

 

Skills & Qualifications

In addition to meeting the competencies it is expected that successful applicants will have:

  • Line manager experience in an operational environment or demonstrated ability to rapidly acquire these skills;
  • Excellent organisational skills with an ability to prioritise and co-ordinate the team to achieve its goals;
  • Excellent communication skills, both written and oral;
  • Computer proficiency and comfortable working in Windows & Microsoft Office environment, and ability to learn new tools to a high level

 

You will be required to provide evidence of the following Competencies:

  • Communicate in a succinct, engaging manner and stand ground when needed. Work with senior stakeholders, for example the judiciary, to deliver exercises on time and to budget
  • Convey enthusiasm and energy about their work and encourage others to do the same

Building Capability for All

  • Identify and address team or individual capability requirements and gaps to deliver current and future work
  • Identify and develop all team members to support succession planning, devoting time to coach, mentor and develop staff as necessary
  • Value and respond to different personal needs in the team using these to develop others and promote inclusiveness

Managing a Quality Service

  • Making effective use of project management techniques to deliver outcomes, including identifying risks. mitigating actions and lessons learnt through closedown process
  • Develop proposals to improve the quality of service with involvement from a diverse range of staff, stakeholders or delivery partners
  • Work with team to set priorities, goals, objectives and timescales
The job holder must be able to fulfil all spoken aspects of the role with confidence in English or (when specified in Wales) Welsh.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Baseline Personnel Security Standard (BPSS)

To apply for roles in MOJ you will need to confirm your employment history for at least 3 years prior to the date of application so that pre-employment checks (BPSS) can be undertaken.
