Overview

The Corporate Finance team within the Ministry of Justice (MoJ) is looking to recruit a technically strong financial accountant to strengthen its capacity and capability in producing the consolidated Departmental Annual Report and Accounts.

Corporate Finance is structured to ensure it is streamlined and focussed on supporting the frontline. Our objective is to deliver:

  • A streamlined Finance structure based upon a strong, effective Centre of Excellence with appropriate local retained functions where necessary and robust business partner model.
  • An efficient and flexible model that supports its customers as well as delivers on its commitments to internal and external stakeholders.
  • Realised savings through rationalising our function.
  • A structure that ensures there is the right mix of skills (including greater professionalism) to deliver the finance functional responsibilities.
  • A robust service to Business Groups and other parts of the corporate centre.

 

The work of the team also incorporates contributing to departmental accounting policies and improving financial processes and procedures.

Job Description and Responsibilities

This role is integral to the pre-recess delivery of the Group’s statutory Annual Report and Accounts and will involve:

-       Supporting the production of the consolidated departmental quarterly and year-end statutory financial accounts;

-       Reviewing quarterly component returns and liaising with bodies to resolve issues;

-       Preparing consolidation and audit schedules to support the Group accounts;

-       Preparing the Group Whole of Government Accounts submission;

-       Supporting the preparation of transparency reporting submissions;

-       Providing ad hoc analysis and advice in respect of technical accounting treatments, budgeting treatments, regularity and propriety issues, and feeding into the Financial Control Framework project; and,

-       Maintaining a strong working relationship with the NAO and other external stakeholders.

We are therefore looking to recruit an experienced accountant with an ability to analyse complex financial and non-financial information, who can communicate effectively in a way that can be easily understood by both finance professionals and non-finance professionals and has experience in management reporting and accounts production.

Alongside strengthening capacity and capability, we need to ensure that the financial accounting function is agile and able to quickly prioritise work across the organisation to meet competing demands therefore it is expected that these positions will gain a solid understanding of accounting practices across the whole of MoJ and are therefore able to take on specific tasks/prepare advice in all areas as required.

Successful candidates may be seconded to other parts of the MoJ and its Agencies.

Skills & Qualifications

Essential Criteria:

  • CCAB qualified accountant (i.e. ICAEW, ICAS, ICAI, ACCA, CIMA, CIPFA) or a recognised equivalent
  • Comprehensive knowledge of IFRS and/or FReM reporting requirements for central government
  • Proven ability to work under pressure during peak periods;
  • Proven ability to engage and communicate effectively with stakeholders;
  • Experience of dealing with external auditors;
  • Excellent Microsoft Office Excel and Word Skills.

 

Desirable Criteria:

  • Knowledge and experience of interpreting the Consolidated Budgeting Guidance and Managing Public Money;
  • Experience of Oracle Financials.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
