Overview

The HMCTS Digital Change Directorate is embarking on a period of significant change which will see large scale growth and transformation over the next four years. Strong leadership is a critical element in this being successful and the DCD Senior Management Team expects managers in the organisation to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

This is an exciting time for HMCTS Digital and, as the Business Manager within the Director’s Office, the jobholder must provide clear direction and focus; demonstrate strong organisational skills; be able to quickly analyse and interpret technical data; possess the confidence to ask critical questions, and have a passion for communicating and engaging others.

The Director’s Office function has a pivotal role in supporting senior stakeholders and their teams through this period of expansive change, by contributing meaningful insight; driving the governance and reporting, and creating oversight of all change activity in the Directorate.

This will see changes in the way the Director’s Office interacts with the various business areas and becoming a centre of operational and insight excellence, working on a range of outcomes that drive transformation in the Directorate.

Main purpose of the role:

The Business Manager’s role provides support to the Head of the Director’s Office and Director of Digital Change, so that the Directorate can operate efficiently and effectively at all times, and to ensure the function is well connected throughout.

The role requires the management of two Governance and Business Support Managers (Band C) and the jobholder will be expected to provide leadership, guidance and support in how they deliver their day to day tasks.

This post sits alongside the Resourcing Manager and Portfolio Manager; all three jobholders report to the Head of the Director’s Office.

Key accountabilities:

  • Providing various levels of support to the Head of the Director’s Office and Director of Digital Change
  • Planning and coordinating the governance of the directorate, developing a knowledge hub and an efficient and effective team to support the digital services within HMCTS.
  • Leading, guiding and supporting the governance team in their commissioning and gathering of accurate and meaningful information and reporting material from across the Directorate, and stepping in when and where additional clarification is required
  • Ensuring that all the papers / materials for the DCD Senior Management Team (SMT), Technical Design Delivery Authority (TDDA) and Virtual Management Team (VMT) meetings are quality checked and distributed in a timely manner
  • Ensuring the Directorate’s Risks and Issues Registers are kept up to date and that risks and issues are escalated as and when necessary
  • Getting involved in any other areas of change and business activity across the organisation, where representation from the Director’s Office is necessary to ensure that the views and requirements of the Directorate are understood, captured, and dealt with accordingly
  • Planning and coordinating other change and business activity within the Directorate, and also working positively with colleagues and stakeholders from across the wider HMCTS, MoJ and other Government Departments
  • Proactively leading in the efficient and effective answering of FOI requests and PQs

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Baseline Personnel Security Standard (BPSS)
