Overview

Power of Attorney Services (POAS) processes incoming power of attorney applications on behalf of the Public Guardian, within agreed targets and performance indicators. POAS comes under the Operations directorate of the Office of the Public Guardian (OPG.)

Job Description, Duties and Responsibilities –

The role advertised is for a team leader based in Birmingham Power of Attorney Services on the Twilight shift, which runs from 2pm until 10pm. There are various roles available in different departments comprising of different functions. These roles range from administration (filing, photocopying, data input), quality assurance and registering documents to name a few.

The role will involve the direct line management of a team of administration officers within Power of Attorney Services (POAs). The size of the team will vary depending on the area of work.

Successful applicants will be allocated to roles based on business needs at the time of recruitment. There may also be a requirement to work in different departments during the course of your employment, again dependent on business needs.

The successful candidates will be based in Birmingham but may have the opportunity to visit our office in Nottingham.

  • You will support and contribute to the aims, objectives and performance of the POAs department to ensure delivery targets are met on your team.
  • You will have the ability to adapt to differing business needs, monitoring progress against targets and measures; proactively addressing resource and delivery issues with your unit manager.
  • You will manage the workflow on your team and ensure staff are achieving the required minimum performance expectations of their area in relation to productivity and quality.
  • You will perform regular dip sampling of your team’s stat sheet and work, providing feedback where necessary as well as monitoring downtime.
  • You will be responsible for accurate and quality processing to reduce re-work and to ensure a high level of customer service.
  • You will review processes and make recommendations for improvements with the customer experience at the heart of everything we do, contributing to appropriate continuous improvement opportunities.
    • You will organise and participate in team meetings, developing close working relationships across your department and the wider Operations directorate.
    • You will act as a role model for staff, demonstrating behaviours within the MOJ Leadership statement and the organisation’s values.
    • You will contribute to the development of the staff engagement plan in your area and take an active role in staff engagement activities, managing this independently.
    • You will be clear, honest and transparent in your communication and management, making decisions that involve the relevant people at the right time, involving frontline staff in decision making where able. This will include holding team meetings and contributing to wider management meetings.
    • You will be responsible for, and be open and comfortable with, leading and engaging your team through periods of change. You will deliver change and communicate as a positive, visible and approachable leader feeding back through the most appropriate channels.
    • You will proactively develop and manage your staff ensuring they receive the appropriate training for their job role and continue to receive support.
    • You’ll take responsibility for your own learning and development with the support and guidance of your line manager.
    • You will positively promote and implement diversity and equality of opportunity in all areas of work supporting initiatives within the organisation.
    • You’ll have a good knowledge of HR policy where you will identify poor performance, attendance and conduct issues taking action as appropriate in accordance with MOJ policy, whilst also recognising positive performance using reward and recognition schemes.
    • You’ll contribute to the development of smarter working across the department, reviewing more efficient, flexible and convenient ways of working, exploiting digital channels where possible.
      • You’ll take reasonable care for the health and safety of others and abide by relevant Health and Safety Procedures and policy.
      • You may be asked to undertake ad hoc projects as agreed with the Operational Delivery Manager which are commensurate with the skill set of this post

Skills & Qualifications

Essential:

  • Experience of using Microsoft computer packages, i.e. Word, Excel, Outlook, Access and PowerPoint.
  • Proficiency in written and oral communication.
  • Ability to comprehend statistical data and make informed decisions.

Desirable:

  • Experience of managing staff and applying HR policies.
  • Experience of working in an operational area.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
