Background

It is an extremely exciting time here at HM Courts and Tribunals Service (HMCTS) - we are currently undertaking a first-of-its-kind Change Programme to modernise judicial service and exploit digital technologies to better serve the public. With over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world, and is the most significant transformation of courts and tribunals since the 19th century.

Reform provides the opportunity to place citizen needs and expectations at the very heart of HMCTS - we are focused on radically improving the customer journey for all so the public will be able to participate with confidence and understand what is happening at all stages of their case. Underpinned by technology-enabled business change the portfolio is complex and broad, encompassing people, property and cutting-edge digital transformation. Transformation will reduce cost and increase confidence in the judiciary and justice system whilst delivering benefits to both HMCTS and taxpayers. We are approximately half way through, and have now introduced several new services at scale, proving that digitally enabled processes can be implemented successfully. As we progress into the next phase of the programme our key challenge is to increase the pace of delivery significantly.

Commissioning & Commercial Business Partner

As a Commissioning & Commercial Business Partner in the Change Directorate you will be supporting the change in our world-leading justice system. The Portfolio is ambitious and we need a resilient, resourceful and adaptable person to help make it happen.

Your application will need to demonstrate that you have the experience required in commissioning or procurement of technology and general services (ideally within a Programme environment), that you can thrive in an environment that is changing constantly, that you can deal with uncertainty and that you are committed to developing services that are based on the needs of the end recipient of the service provided as well as the needs of those who administer the services provided.

Key Responsibilities

Supporting the Senior Commissioning and Commercial Business Partner as follows:

Commissioning

  • Supporting programmes (by working with Director level programme leads) to identify/define requirements, deliverables and outcomes for commissioning; this will involve using own judgement, supporting programmes to translate needs into deliverables, drawing on past experience and learning from other commissions across government
  • Generate Commissioning Strategies based on the various inputs from the Programme/Project/Workstream and Commercial.
  • Maintain a commissioning pipeline plan providing a view of the portfolios procurement horizon

Procurement

  • Responsible for managing the interface with Commercial and ensuring the procurement runs to timetable

Leadership

  • Leading and motivating a small team of civil servants and interims

General

  • Stakeholder engagement (stakeholders include: customers often at a Senior Director level, suppliers, legal and finance) and strong relationship building to define requirements, manage procurements and post award supplier management.
  • Delivery of continuous improvement to drive best practice
  • Associated adherence to respective policy and governance controls
  • Obtaining HMCTS/MoJ/Cabinet Office CCS approvals.

Key Requirements

  • Experience of delivering successful commercial & commissioning outcomes particularly within Technology.
  • Experience of working within Government and awareness of procurement routes
  • Strong business acumen and ability to show evidence based decision making
  • Experience in leading and motivating a small team
  • Excellent stakeholder management skills
  • Excellent written and oral communication skills
  • Awareness of public sector procurement legislation

Desirable:

  • A working knowledge of public sector procurement legislation including EU Rules and UK interpretations
  • Qualified purchasing professional (CIPS – advanced level)
  • Member of or studying towards IACCM
