About the Role
HMPPS is a major government department, at the heart of the justice system. Responsible for prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.
The Commercial and Contract Management Directorate manages over 1000 active contracts and spends £3.5bn a year and is crucial to the successful delivery of prison and court reform programmes. It provides procurement, supplier and contract management activities across a wide range of categories, ensuring value for money agreements are in place to source goods and services from.
We have an exciting opportunity for a Senior Commercial Manager to join our Rehabilitation Services team in Manchester, working on the European social Fund contracts. This team, covers a wide range of services from the National Probation Service to Privately run probation services, Resettlement services within prison, Education and ESF contracts.
As the Senior Commercial Manager, you will lead a category team of 3 staff including line management responsibilities to deliver commercial outcomes on the ESF contracts and providing commercial advice and guidance to the team and customers. Working within a fast-paced environment, you will bring excellent leadership and strategic vision to provide clear commercial direction to your team and senior stakeholders.
The role will be based in the Manchester Civil Justice Centre (1st Floor, Manchester Civil Justice Centre, Manchester) 3 days per week and will require travel and to work from the HMPPS Co-financing Organisation Offices in Daresbury Park 1 to 2 days per week.
Key Responsibilities
With an opportunity to drive value and create real difference within Justice Services, the post holder will be responsible for leading the delivery of category and commercial contract management services within the Resettlement Services Portfolio, focusing specifically on the European Social Fund (ESF Contracts). Challenges will never be the same, something that in itself makes this area so appealing, ranging from current day to day commercial issues to shaping the future generation of portfolio services.
- Lead development and implementation of the category strategy, using market insight and strategic awareness to inform the content
- Ensuring a pipeline of commercial and contract management activity is maintained across the team
- Tracking spend, savings, supplier performance and continuous improvement across the team
- Leading pre-procurement, sourcing and contract management activity including strategy development, market engagement, negotiation, performance management and exit activity where required
- Analysing market, spend and performance data and using this to inform commercial activity and deliver against reporting requirements
- Ensuring a robust approach to risk management across the category team
- Leading, developing and line managing a team of 3 staff. Ensuring you and your team adheres to governance, legislative and policy requirements as appropriate
- Develop and manage productive relationships with senior stakeholders and suppliers to support delivery, implement and manage commercial services, contract management and sourcing strategies (stakeholders include: customers, suppliers, legal and finance);

- A proven track-record working in a similar commercial environment
- Proven Leadership abilities including examples of leading a team of people, Excellent team working and collaboration skills;
- Managing supplier and contract performance across multiple, complex contracts
- Leading delivery of OJEU procurement projects and Awareness of public sector procurement legislation
- Excellent stakeholder and supplier management skills;
- Excellent written and oral communication skills;
Desirable
- Relevant category knowledge and industry experience
- Application of public sector procurement legislation in a central government setting
- Working knowledge of Procurement Systems, e.g. Oracle and/or Bravo.
- A working knowledge of public sector procurement legislation including EU Rules and UK interpretations;

Working Arrangements & Further Information
Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
