Background

It is an extremely exciting time here at HM Courts and Tribunals Service. We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public. With over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world, working to ambitious timescales this is an exciting and rewarding portfolio to be part of.

Reform provides the opportunity to place citizen needs and expectations at the very heart of HMCTS. People will be able to participate with confidence, be treated with respect and understand what is happening at all stages of their case. Transformation will reduce cost and increase confidence of the judiciary, delivery partners and stakeholders in the justice system whilst delivering benefits both to HMCTS and to the taxpayers. Importantly, service transformation is key to ensuring that HMCTS is on a sustainable financial footing for the future, and will enhance the UK Justice system as a global leader.

Our reform programme is one of the most complex transformation programmes within government, implementing the most significant transformation of courts and tribunals since the 19th century.

Underpinned by technology-enabled business change the portfolio is complex and broad encompassing people elements, property transformation elements as well as cutting edge digital, and exploits a wide variety of management constructs to deliver effectively. We are approximately half way through, and have now introduced several new services at scale, proving that digitally enabled processes can be implemented successfully. We are making a real difference to the quality of the administration of justice, and it is coming at a fair price and realising the benefits we set out. We have just refreshed our business case, looking again at our plans, and have rebuilt them bottom-up to give a clearer view on costs and implementation dates. The case remains compelling and our challenge as we progress into the next phase of the programme is to increase the pace of delivery significantly. To support us on this journey, we’re expanding the team and now are looking for an exceptional talent to join the Delivery Team at HMCTS. As part of the Change Directorate you will be at the forefront of creating and implementing change in our world-leading justice system. The Programme is ambitious and we need resilient, resourceful and adaptable people, with programme delivery experience, to make it happen.

Portfolio Delivery Analyst, Portfolio Delivery Team

Reform is delivered by approximately 55 projects within 6 programmes and 6 workstreams. The Portfolio Delivery Team operates as a central management function, overseeing Portfolio reporting, progress analysis and tackling delivery issues. PDT owns the overall delivery plan for the portfolio, performance framework, the 7-steps project delivery framework, risk and issues log and other such key documents for controlling the portfolio. The team ensures that together, all the programmes and projects will deliver the changes in line with the business case; managing dependencies across the portfolio and monitoring the various critical paths to ensure a coordinated transition to the new operating model. PDT owns planning, performance monitoring and reporting, and is responsible for analysing issues, providing insight and recommending solutions to the Senior Management Team. We are expanding considerably to tackle more issues and provide better insight to the decision makers, in line with recommendations from the recent MPRG review. We are seeking to recruit 5 additional band B staff and 4 additional band C staff to help us, making a team of approximately 20.

As a Portfolio Delivery Analyst, you will be an important part of a growing strategy team, a mix of Civil Servants and consultants. You will be at the forefront of leading and implementing change in our world-leading justice system and will be responsible for the development and maintenance of portfolio planning and reporting methods, as well as artefacts that provide strategic oversight of the Reform Portfolio, key artefacts such as risk logs and mitigations, dependencies management, benefits tracking, planning and sequencing, prioritisation methods, and the issue log. The role will be responsible for tasks to support strategic planning and prioritisation across the portfolio to ensure delivery of the Reform objectives.

This role will give you a fantastic opportunity to work closely with senior internal and external stakeholders at the heart of change, ensuring they have the insight needed to direct the portfolio, to learn how a large and complex portfolio operates as well as develop a broad range of effective business skills and a variety of exemplar project, programme and portfolio management techniques and tools.

Key Responsibilities:

  • Assisting the developing of the portfolio narrative, linking the changes being made to the benefits that they deliver.
  • Develop and maintain the high-level portfolio delivery plan to monitor delivery progress. Recognise, Track and report strategic milestones and interdependencies across change programmes within and external to the portfolio.
  • Support establishing and reviewing relevant portfolio performance metrics, including evaluation of business change.
  • Identify, capture and monitor portfolio risks (threats and opportunities), ensuring responses to them are planned and implemented and responding to other issues impacting the portfolio.
  • Supporting analysis of reform benefits realisation to ensure the right decisions are made to maximise the delivered benefits
  • Day to day ownership of the Change management process, improving the process and operating portfolio change control
  • Day to day ownership of the dependencies management process, improving the process and operating it
  • Providing project governance and critical friend recommendations through operation of the 7-step delivery framework assessments, informing project and programme board approvals.
  • Ownership of some of the portfolio delivery processes such as planning, risk, reporting etc. and responsibility for ensuring they operate smoothly and continuously improve to best meet customer needs.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Key Requirements:

To be successful in this role, you should have the following:

  • Previous experience in a Project, Programme or Portfolio environment is essential, including:
  • Creation and maintenance of delivery plans, ideally for a portfolio, so that delivery, costs and benefits can be identified and managed. Ideally this experience will be backed by a sound understanding of current best practice and theory as demonstrated by the attainment of one or more recognised qualifications, for example MSP Practitioner, P3M, MoR or P3O
  • Experience of building productive relationships with internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products.
  • Ability to communicate clearly to a non-technical audience

It would be advantageous if you have:

  • Experience of analysis to determine impacts of changes and inform strategic decision making.
  • Identifying, managing and resolving strategic risks and issues so that delivery remains on track.
  • Dependency identification and management so that accountabilities and responsibilities are clear and can be tracked.
  • Knowledge of a breadth of project and/or programme management methodologies (Agile, Waterfall, MSP etc).
