The role of Portfolio Manager is based at the Office of the Public Guardian (OPG). The Public Guardian’s responsibilities include registering lasting powers of attorney, supervising the work of attorneys and deputies and protecting people who lack the capacity to make decisions for themselves.

This role will be responsible for coordinating the effective and efficient operation of the portfolio management practices and provide support on portfolio management to the Head of Change Management and the Head of Strategy and Business Development. The role will include working with governance committees to present and evidence the effective operation of the OPG portfolio.  

The role will include the development and ownership of the portfolio framework and wider programme and project standards. The role will include a close working relationship with the existing programme and project teams, digital and Service Managers.

The role has direct line management responsibility for a Portfolio Office Manager.                                                                  

Duties and Responsibilities         

1.Portfolio, programme and project assurance

  • Ownership of the Portfolio Management Framework, including drafting, design and ongoing implementation
  • Ownership of the portfolio strategy and delivery plans
  • Ownership of PPM standard for change within OPG
  • Management of the OPG’s change control, prioritising using effective criteria portfolio work and levels of change
  • Providing independent assurance over the governance of portfolio project and change. This will include ensuring risk registers, benefit management strategies and project documentation are completed.
  • Responsibility to governance boards to provide correct levels of oversight and reporting
  • Support for resourcing and recruiting portfolio projects and programmes to ensure delivery.
  • Develop contacts from MoJ and wider civil service to promote best practise sharing and show case OPG’s work
  • Stakeholder management with Product Owners and Delivery Managers to ensure understanding of requirements
  • Key understanding of OPG tactical and Strategic direction and strategic planning for the portfolio to include horizon scanning on a regular basis.

2.Management of formal assurance process, including gateway reviews, audit and MPA check points

  • Key understanding of assurance, governance and risk management processes within the OPG and wider MoJ.
  • Management of projects through formal governance procedures, assisting Product Owners and Delivery Managers to ensure a successful outcome
  • Assistance with formal gateway reviews and investment bids where required

3.Provide Support to the Head of Change Management

  • Work alongside the Head of Change Management to help embed the portfolio principles with OPG Board and Executive colleagues
  • Support with the implementation of the new roles and colleagues within CMO
  • Development of investment proposals alongside head of change management and oversight of the investment framework for the portfolio.

4.Line Management responsibility

  • Direct line management of 1 x Band C Portfolio Office Support team member
  • Counter signatory for 1 x Band D
  • Completion of Senior Leadership Team responsibilities across S&BD and the wider OPG.

  • Occasional travel to other OPG site may be required.
  • Understanding of wider Government change agenda.

Skills

Essential Skills

  • Experience of leading a team and developing best practice frameworks.
  • Experience in developing or designing reporting or governance frameworks in an agile environment
  • Professional qualification or membership of a relevant body in relation to portfolio, programme and project management.
  • Strong written and oral communication skills.
  • Excellent organisational skills.
  • Results focused and able to work under pressure.

Highly Desirable

  • Experience in agile delivery of change
  • Experience of working in a CI or lean environment

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
