The principal role of the Ministry of Justice is to uphold the rule of law, the cornerstone of the British way of life. The Ministry of Justice (MOJ) has a significant role to play in government’s work to leave the European Union and negotiate trade agreements independently.

The MOJ has an ambitious programme to:

-       secure the best outcome for the UK in leaving the EU, in relation to civil, criminal and family law and the legal profession;

-       put legal services (which contribute £25bn to the economy, with a trade surplus of over £4bn) at the heart of the Government’s plans for enhancing the UK’s competitive position;

-       secure the effective functioning of the UK’s human rights framework; and

-       prepare for the country’s future relationships with the EU and beyond the EU.

In addition to responsibility for these areas of international negotiations, the MOJ is responsible for making sure the justice system is ready to respond to changes and opportunities as we leave the EU and start trading independently.

Overview of the Roles - EU Exit Legal Services Policy

This is an opportunity for 2-3 high performing policy professionals to work at the centre of a fast-moving policy agenda which is an absolute priority for the Ministry and for Government. Working with Ministers and senior officials, you will have responsibility for the continued development and delivery of policy proposals and represent the department in negotiations on the future relationship with the EU in relation to legal services and in related member state engagement opportunities. You will understand the impact of our proposals on the legal sector, and represent the department in stakeholder engagement and work with regulators and professional bodies, implementing plans to ensure a smooth transition.

Are you an experienced leader, used to shaping and leading delivery of complex policy agendas? Are you an outstanding communicator, able to command the confidence of senior executives, public figures and Ministers? Do you have an outstanding track record in using those relationships to influence outcomes and make an impact at pace? Do you have experience of building and continuously improving performance in your team? Can you manage and motivate diverse teams to work collaboratively across disciplines, with policy, analysts, legal and finance professionals to deliver in a fast-paced environment? Do you have experience of leading projects from start to finish? Are you comfortable working with digital tools, and creating a culture which develops and embraces new and innovative ways of working?

If you answered yes to these questions, then you should consider a career in policy within the MOJ. We are looking for 2-3 highly-skilled, organised, flexible and enthusiastic individuals to lead part of our legal services EU exit team.

Main activities/responsibilities

The Legal Services EU exit and trade branch is comprised of several teams with responsibility for distinct aspects of policy for our future relationship with the EU following EU exit; with a further team responsible for legal services trade policy beyond the EU. The EU exit teams work closely together, reflecting the close interrelationship between the different aspects of policy and negotiations.

Collaborating with colleagues across the MOJ EU exit programme, the wider Department and Whitehall, post-holders will be responsible for leading the development, delivery and implementation of the department’s policy objectives in key policy areas for EU exit.

In relation to these policy areas, this will include reviewing and developing our policy objectives and scenario-planning in the context of negotiations and stakeholder engagement, advising Ministers and senior officials, and delivering legislative changes to implement the outcome of negotiations in relation to legal services, working particularly with DEXEU and with BEIS to make sure our approach fits with theirs on professional and business services.

Post-holders will need to be team-players, supporting colleagues and team members. They will need to be resilient, and used to leading a team in managing changing priorities and fostering a culture of collaboration and delivery through others, bringing the best out of people to achieve the delivery of key outcomes.

Post-holders will be expected to get to grips with a range of different complex issues and support their team in doing the same, using evidence and expertise from within and outside Government to help guide decisions about how plans are developed. The roles involve leading a team, briefing Ministers and senior officials and working with stakeholders within and outside Government to help ensure best results are achieved.

Post-holders will need to be proactive and collaborative leaders, with outstanding stakeholder management and communication skills. The roles will provide exposure to Parliamentary business, negotiations, legislation and Ministers. Previous experience of leading policy and relationships with senior executives, public figures or Ministers is therefore highly desirable.

These will be challenging and rewarding band A (grade 7 equivalent) roles in a high-profile area, with significant exposure to Ministers, senior officials and stakeholders, with each post-holder managing a team of around 3-4. Post-holders will report to a band A+ (grade 6 equivalent).

Essential skills and qualifications

You are required to have:

-       Excellent leadership skills including the ability to manage and motivate multi-disciplinary teams against a background of fast moving policy change

-       Excellent stakeholder management skills and the ability to build relationships quickly across Government and externally (in particular with the judiciary, legal profession and international officials)

-       Demonstrable capability for strategic thinking and ability to make sound judgements.

-       The ability to provide clear evidenced briefing in both written and oral formats on complex policy areas to senior stakeholders, public figures and Ministers

-       Strong prioritisation skills and the ability to make effective decisions on how to make best use of your resources to handle time-sensitive work to achieve both short- and long-term results.

-       The ability to use project and programme management skills in a fluid environment where priorities may need to change quickly.

-       The ability to get your message across to diverse groups and deploy effective influencing and negotiating skills to further Government’s objectives.

Further to this it would be desirable, but not essential, for the post holder to:

-       Be qualified to graduate level

-       Have an understanding of EU or trade policy-making in an EU or international context

-       Have an understanding of government and parliamentary processes

-       Have an understanding of the justice system

-       Have previous experience of working with the legal or similar professional business and services sector

  • Make difficult decisions by pragmatically weighing the complexities involved against the need to act
  • Push decision making to the right level in their teams, not allow unnecessary bureaucracy and structure to supress innovation and delivery
  • Identify the main issues in complex problems, clarify understanding or stakeholder expectations, to seek the best option

Collaborating and partnering

  • Actively build and maintain a network of colleagues and contacts to achieve progress on objectives and shared interests
  • Work as an effective team player, managing team dynamics when working across Departmental and other boundaries
  • Seek constructive outcomes in discussions, challenge assumptions but remain willing to compromise when it is beneficial to progress.

Selection process details:

An initial sift based on the lead competency may be held if a large number of applications are received.

If your application progresses to a full sift, all competences will then be considered. Feedback is not available for those not invited to interview.

Successful candidates may also be asked to give a short presentation at the start of their interview, They will be notified of the nature and content of this when given time and date for interview.

Feedback will only be provided if you attend an interview, and upon request. If your application falls just below the threshold, you may be offered roles at a lower grade. Expenses are not available for travel to interview.

Working pattern:

Full-time, job share or part time with a minimum of four days a week.

The role may involve travel within the UK and EU.

Salary

These posts are Band A (grade 7 equivalent).

New entrants to the Civil Service will be expected to join on the minimum of the pay range.

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer/pay on promotion rules.

Terms

These are permanent or fixed term post up to 51 weeks. Fixed term post may lead to permanent posts.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
