The job holder will be expected to manage and lead staff to the required NPS standard, and will offer support/cover to other teams/functions during periods of absence.

This is an exciting and pivotal role within the NPS South East And Eastern Division. Working to the Divisional Director this role holder will provide strategic support to the Division for its business planning, delivery and organisational risk management.

The successful candidate will be involved in all key developments within the Division, including the new ICT roll out, development of the divisional administration team, as well as providing an oversight of the division's staffing situation and subsequent recruitment activities. This role will  directly support the Divisional Director with their national lead portfolio.

Candidates must have a very good knowledge of key Probation systems, excellent communication skills and most importantly be an expert problem solver.

This role provides high quality support to the Divisional Director and the division as a whole, to ensure the smooth running of the division, that both divisional and organisational objectives are met, and ways of working are continuously improved.

This is a non-operational post although an understanding of the wide range of Probation procedures and policies across the organisation, both operationally and at HQ, is required.

The job holder will report directly to the Divisional Director and have line management responsibility for the Diary Manager and Hub Manager, where appropriate, and the Senior Admin Officers in some cases, and strategic responsibility for Business Managers to Heads of LDUs.

The job holder will provide high-level executive support to the Divisional Director, ensuring that the Divisional Director and others, as appropriate, are informed of priority matters and are given options and/or recommendations about strategic, operational and administrative requirements to help them to operate effectively. The job holder will also be responsible for progressing actions on behalf of the Divisional Director, including oversight of their emails and related correspondence to ensure all necessary action is taken.

The job holder will also:

  • Ensure that business risk and delivery across the division is monitored, issues are highlighted and opportunities to improve efficiency and effectiveness are proactively pursued and implemented.
  • Be responsible for the development, information gathering and maintenance of the Divisional Business Plan and Risk Register.
  • Manage the interface between the Divisional Director, internal colleagues and external stakeholders, ensuring good working relationships are developed and maintained by communicating priorities efficiently and effectively.
  • Manage their own effective working relationships with a range of internal colleagues, on both a divisional and national basis, and various external stakeholders, and lead and manage the partnership working of all colleagues within the Division and with others, such as, MPs, HMIP and Executive Directors.
  • Act as a single point of contact for the Division on a number of key areas including Litigation, Complaints, Information Assurance, Communication, Business Continuity etc. and provide informed, appropriate recommendations as to the way forward on behalf of the Divisional Director.
  • Establish effective and efficient systems to support the Divisional Director across their range of responsibilities, including their National Lead responsibilities, ensuring the Divisional Director has the information and advice they need, whilst providing a high quality service.

The job holder will be required to carry out the following responsibilities, activities and duties:

Be the main liaison point between the Divisional Director and key external and internal stakeholders, including the commission, drafting and provision of high quality briefings in advance of meetings and engagements, to support the Divisional Director in developing and maintaining effective relationships.

  • Proactively maintain an overview of all work and key issues requiring the Divisional Director’s attention, prioritising and flagging work that comes into the office, liaising with colleagues to resolve issues as they arise, identifying, managing and reporting on risks efficiently, and ensuring that deadlines are met.
  • Develop, lead and manage effective working relationships with various internal and external stakeholders to ensure effective and efficient business delivery across the division and, where required, nationally, including with other Business Managers to share best practice and maximise business improvements.
  • Develop and maintain high-level systems to organise and deal with the flow of business to and from the Divisional Director’s office, including all aspects of divisional correspondence, complaints and litigation work. Management of correspondence includes the sign off of responses to FOI requests, drafting correspondence to MPs and private office etc, and responding, where appropriate, to Parliamentary Questions, all on behalf of the Divisional Director.
  • Provide support and cover to the Divisional Hub, which provides the full set of business support services to the NPS Division, to ensure efficient and effective running of the Hub and ultimately the Division.
  • Undertake specific projects and research and analysis on behalf of the Divisional Director and Heads of LDUs, including presenting findings in papers, reports and PowerPoint presentations to a range of audiences.
  • Ensure effective organisation and delivery of divisional events, such as, conferences, seminars, workshops and meetings.
  • Be an active member of working groups and the Senior Management Team, providing valuable contribution and leading on specific items where appropriate. Represent the Divisional Director at meetings, where required.
  • Effectively manage and monitor the divisional budget, within the delegated authority, on behalf of the Divisional Director.
  • Develop a culture and systems that promote equality and value diversity in all areas of work.
  • Implement the diversity policies of the service and collaborate effectively with the Equalities and Diversity Unit.

QUALIFICATIONS

Essential

NVQ Level 4 or equivalent in a relevant subject (or appropriate practical experience)

SKILLS

Microsoft: Word, Excel, Outlook, and PowerPoint (or equivalent i.e. Lotus Notes)

EXPERIENCE

Essential

  • Ability to work effectively as a member of a senior leadership team, demonstrating adaptability, innovation and drive.
  • Excellent communication and interpersonal skills with experience of developing and maintaining effective relationships with internal and external stakeholders.
  • Ability to proactively plan and prioritise own and others’ work effectively, using initiative to ensure objectives, targets and deadlines are met.
  • Good analytical and problem solving skills with experience of using a range of software packages to present, analyse and deliver high quality work and reports.

An ability to fulfil all spoken aspects of the role with confidence through the medium of English or (where specified in Wales) Welsh

This role attracts a London Weighting Allowance of £3,889 per annum (pro rata)

Working Arrangements & Further Information

Standard working hours are 37 hours per week excluding breaks which are unpaid. Posts within London are 35 hours per week excluding breaks which are unpaid.
