Overview

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005.

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Power of Attorney Services (POAS) processes incoming power of attorney applications on behalf of the Public Guardian, within agreed targets and performance indicators. POAS comes under the Operations directorate of the Office of the Public Guardian (OPG.)

OPG is aiming to have a Digital Power of Attorney in place that meets our customer and stakeholder needs. We aim to have a multiskilled, flexible workforce, working within office/home based locations to meet civil service environment.

Job Description, Duties and Responsibilities

We are working to deliver transformational service change for our users. OPG cannot do this on its own. We need to work with our key stakeholders to explain our plans and priorities and to listen, understand and respond to their insights and concerns.

You will play a vital role in supporting the Head of Strategic Stakeholder Engagement - a new and senior role which will lead the delivery of our stakeholder engagement strategy. That role will add capacity and capability to strengthen our strategic planning to support the delivery of ambitious transformational customer service reform over the coming years and improve business as usual engagement activity too. We’re looking for a dynamic and enthusiastic individual who is committed to first-class stakeholder engagement and ensuring our public facing information and guidance is accessible, concise, and easy to use and apply. 

Working collaboratively across OPG, you will gain a comprehensive understanding of our core business and the interests of our many stakeholders. You will support work to map and manage engagement opportunities and threats and help embed a proactive, holistic approach to stakeholder engagement activity across OPG. You and your team will help shape how OPG is perceived by our users and key stakeholders.

You will support the Head of Strategic Stakeholder Engagement to understand the most effective way to inform and engage with different stakeholder audiences. You will help gather stakeholder insights for sharing with OPG senior leaders and colleagues in a timely way, assisting the team to embed a more holistic approach to stakeholder activity to help OPG deliver its strategic objectives and transformation programmes. A particular focus will be supporting the development of a stakeholder engagement plan for modernisation of the lasting power of attorney – a major transformational project for OPG – and helping to deliver that plan.

The role will require you to engage effectively with a diverse range of key stakeholders, sometimes at senior levels, to manage strategically OPG’s key relationships. With the team, you will help co-ordinate engagement activity across the organisation.

An integral part of your role will be to help manage the risks identified in modernising the lasting power of attorney around take up of the digital service. Whilst that transformational work is ongoing you will support work to improve the customer experience under the current system.

Although not initially, you may be required to line manage a team to deliver against stretching objectives at pace, which will often be part of a wider of a project.

This is a full-time post. However, requests for flexible, part-time working and job share will be considered, considering at all times the operational needs of the Department.

Key Objectives and Responsibilities

  1. Support improvements to the quality of stakeholder engagement across OPG and assist with strategic advice to OPG senior leaders on handling for high-profile and controversial issues.

  2. Support work to maintain effective and proactive relationships with OPG’s key stakeholders at senior level to support the delivery of strategic objectives.

  3. Support the delivery of OPG’s business and customer transformation programmes by assisting with the development of stakeholder handling and engagement strategies for inclusion in project and programme delivery plans.

  4. Manage the co-ordination of business-as-usual stakeholder engagement activity across OPG to ensure consistent messaging and corporate memory.

  5. Make clear recommendations to senior leaders in response to engagement invitations and delivering a proactive engagement calendar.

  6. Manage the delivery of high-quality briefings and communications material for key stakeholder audiences, to promote better understanding of OPG key issues and initiatives.

  7. Support the gathering of intelligence and analysis of the effectiveness of external engagement to help inform current and future engagement strategies.

  8. Manage the production and publication of external information and guidance on gov.uk pages managed by OPG and ensure content managed by the Government Digital Service is accurate and delivers OPG’s strategic objectives.

  9. Some line management may be required as part of this role.

Skills & Qualifications

Essential:

  • Knowledge and understanding of stakeholder engagement principles and experience of supporting the delivery of stakeholder engagement strategies and plans to deliver strategic organisational objectives.

  • The ability to establish, build and maintain constructive working relationships with a diverse, sometimes challenging, range of key stakeholders at a senior level.

  • Good organisational and planning skills.

  • Strong written and oral communication skills and experience of delivering high quality tailored written briefings and other products to support successful stakeholder engagement activity.

  • A strong team player, with a proven ability to collaborate with others to deliver key objectives, projects and programmes of work.

  • Proficient in the use of Microsoft Office products including Word, Excel, Outlook, Teams and PowerPoint

Desirable

  • Experience of working on a project and the ability to use project management principle.

  • Content development skills, including: Scoping, writing, editing and publishing a variety of internal and external content; overseeing and contributing to the development of external facing guidance ensuring it meets accessibility requirements, and creating and developing accessible versions of OPG materials for publication

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks. 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
