About the Role

A fantastic opportunity to join HMCTs Learning & Development (L&D) Admin & Planning Team. Responsible for the evaluation and reporting portfolio, while working collaboratively across the team to provide a high-quality L&D offer and contributing to the wider HR objectives. This role will report into the team lead for budget, planning and reporting. 

The Evaluation & Reporting Manager role is one that impacts on all activities across our team and is critical to ensure we are managing business demands in line with our L&D priorities and the HMCTS People and Culture Strategy. This role will manage the Evaluation work that goes on across the team, as well as collating and reporting on data internally and externally to show the impact of learning and development across HMCTS. This will feed into interactions and communications cross-government as the individual will be the Single Point of Contact (SPOC) for HMCTS L&D, so the ability to interact and build relationships with stakeholders is key. The role will require an ability to understand current and emerging priorities in HMCTS, MoJ and the Civil Service to inform the planning and evaluation sitting behind our ‘core and more’ offer.

Key Responsibilities


The Evaluation and Reporting Manager responsibilities include but are not limited to:
•    Supporting the Budget, Planning & Reporting Lead with team reporting and planning, including evaluation and data, managing and co-ordinating the work to provide effective and compelling data and insight on L&D products, impact and delivery. 
•    Working alongside the L&D admin & planning team to collate data and manage/report on central records, identifying potential impacts on the immediate work area and more widely and evaluating and mitigating any possible risks that the data might be suggesting.
•    Influence and collaborate across the L&D team to provide evaluation expertise and develop end-to-end evaluation strategies throughout our L&D offer, including organising and managing different approaches and methods to gather insight and create reports using a range of data and management information to understand the impact of the learning products to allow us to continuously improve our offer.
•    Manage conflicting demands through reprioritisation and working towards team priorities.
•    Manage requests for data from a variety of platforms to report on and interact with internal and external stakeholders.
•    Co-ordinate contributions to the L&D team reporting activities, ensuring information is accurate and timely.
•    Work as the SPOC for cross-government activities including working across the Ministry of Justice learning teams, across-government and with external suppliers to understand CS priorities for learning and changes to learning frameworks which might impact on our L&D offer.
•    Support the Admin & Planning team, providing day-to-day support to ensure the team is performing and delivering to its best.

•    HMCTS HR L&D Admin & planning team – as part of this team managing aspects of the work and leading on cross-cutting activities such as reporting and data, providing clear and objective advice based on the data and insight collated about the performance of our L&D offer.
•    HMCTS HR L&D Team – as part of the wider L&D team, role modelling excellent leadership behaviours, building relationships, demonstrating our core values and living our People Promise.
•    Wider HR team – contributing to wider HR activities where needed, supporting with budget requirements when needed, feeding into HR Strategy team via reporting, providing advice and recommendations taking into account the views of stakeholders.
•    Cross-government colleagues – build and maintain effective working relationships to ensure HMCTS is represented and heard in the right forums.

Essential Skills

•    Experience in working, analysing, and presenting data and using insight to inform decision making.
•    Strong written and verbal communication skills with an ability to produce clear and concise reports.
•    Excellent stakeholder management skills and ability to build high-quality working relationships across multiple groups and cross-government.
•    Strong organisational skills and an ability to perform to tight timescales with a high degree of accuracy.
•    Flexible approach to workload, demonstrating a willingness to move between different tasks and prioritise work. 
•    Confident across the Microsoft Office suite (Excel, Word, Outlook, PowerPoint, Teams). 
•    People leadership skills to support and develop the team. Role modelling leadership behaviours to ensure staff are equipped with the skills, knowledge and resources to effectively carry out their role.
•    Problem Solving, decide on appropriate methods of evaluation, data collection and reporting.

Desirable Skills

•    Excellent teamwork skills, including working remotely and communicating outside of immediate team. 
•    A willingness to learn how to work on new systems.
Further Information

Location

The successful candidate will also be expected to be office based at least 60% of their working time, subject to agreed workplace adjustments in any of the HMCTS sites (subject to business availability). The frequency may increase in the future. 

There may be occasional travel requirements for meetings and training.

Hours

The role is Full Time (37hrs) but Part Time candidates will be considered (30hrs per week minimum).

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks. 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours

The Ministry of Justice offers a flexible working system in many offices. Standard full time working hours are 37 hours per week. Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
