Policy

The Youth Justice & Offender Policy Directorate is recruiting permanently for up to two SEOs into the Probation Policy Division. This campaign is open to current civil servants on level transfer and suitable candidates on promotion.

Location:
Successful candidates will have the option to be based at one of the following locations:
1.    102 Petty France, London 
2.    5 Wellington Place, Leeds 

Occasional travel between the two locations may be required.

In order for Policy Group to meet its evolving business needs all Policy Group staff are expected to attend their base location (102 Petty France or 5 Wellington Place Leeds) at least 2 days a week.  This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently.

The Probation Policy Division
This is an exciting opportunity to join the Probation Policy Division – a high-performing, motivated and close-knit team. The Division sits within the Youth Justice and Offender Policy Directorate, which is part of the Policy Group in the Ministry of Justice.

Our objective is to make communities safer by reducing reoffending through the design and delivery of quality community justice. To do this, we work closely with operational partnerships and other government departments to tackle complex issues. 

Senior Policy Adviser - the role
We have policy responsibility for key aspects of the criminal justice system, including (but not limited to):
•    Rehabilitating offenders who have complex needs. This means supporting people to take control over often very chaotic lifestyles, overcoming addiction, manage their health, find employment and reconnect with their families.
•    Reducing harm to the public from offending. To do this, we are working across Government to identify innovative ways to assess and manage risk from the most prolific and problematic offenders.
•    Monitoring the performance of the Probation system, reacting to scrutiny, and identifying and responding to existing and future challenges and opportunities.
•    Electronic monitoring of offenders and defendants to enable them to remain in the community to serve their sentence, to support successful completion of a sentence following custody and for defendants to be bailed by the courts.  

Our work drives forward key Government commitments on tackling crime, reducing reoffending, and reducing demand on the Prison and Probation systems, and as a member of the team you will be responsible working in partnership with His Majesty’s Prisons and Probation Service to make sure we are providing the best possible advice to Ministers on a range of important and high-profile policy and delivery issues.

You will:

•    Work independently to develop policy supporting various elements of the criminal justice system, with particular regard to the use of electronic monitoring as a tool for individuals to remain in or return to the community, supporting the management of risk and behaviours to better protect the public and reduce offending. 
•    Build collaborative and trusting relationships with stakeholders, and influence policy, operational, analytical, and change specialists to optimise the effective use of electronic monitoring within MoJ and with Other Government Departments whilst representing the MoJ’s position.  
•    Contribute to building the evidence base for the most effective use of electronic monitoring.
•    Thinking strategically about problem-solving, both in terms of urgent short-term problems that arise, as well as longer term system-wide challenges.
•    Draft briefings, PQs, correspondence and policy documents in line with the department’s over-arching strategy for probation and specifically electronic monitoring of offenders and defendants taking account of wider Government messaging on crime and the use of custody places.
•    Contribute to the corporate life of the team (on strands of work such as on smarter working, staff wellbeing, finance, social, or recruitment etc.)

Skills and Experience
The successful candidates will play leading roles in developing policy hand-in-hand with the department’s Ministers and delivery agencies, especially His Majesty’s Prison and Probation Service. The successful candidate will be someone who enjoys working at pace, is able to command the confidence of Ministers, senior stakeholders and operational colleagues, and has an outstanding track record in developing policy.

Essential:
•    Organisational and planning skills, ability to independently drive work forward;
•    A proven track record of collaborative working to develop cross-cutting policy and set the strategic direction;
•    Experience of engaging with external stakeholders;
•    Demonstrated ability to work flexibly to set and meet deadlines, manage competing demands and prioritise where appropriate; 
•    Strong written and verbal communication skills, including briefing senior officials and Ministers;
•    A good grasp of using data and evidence to understand and drive desired outcomes.

Desirable:
•    Experience of working in criminal justice or related social policy.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks. 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
