The MoJ Policy Group is recruiting a permanent HEO to fill the post of Evaluation and Operation Support Lead for the Yorkshire Development Scheme (YDS). This campaign is open to current civil servants on level transfer and suitable candidates on promotion.

Location

The successful candidate will be based at 5 Wellington Place, Leeds. Occasional travel between this office and the Department of Work and Pensions Leeds office (Quarry House, Leeds LS2 7UA) and London may be required.

In order for Policy Group to meet its evolving business needs all Policy Group staff are expected to attend their base location (5 Wellington Place Leeds) at least 2 days a week.  This hybrid working arrangement is not contractual and as a result staff could be asked to attend their base location more frequently

Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.  

Job Description overview

An exciting opportunity has arisen for applicants who are passionate about developing people and have the experience to support a new and innovative development programme across the MoJ and Department for Work and Pensions (DWP). You will be responsible for working with key stakeholders to shape and develop activities to gather optimum feedback. You will collate findings, draw conclusions from data and produce evaluation findings throughout the 3-year programme. These findings will support and shape the future growth of the scheme. This will involve the design and delivery of surveys as well as facilitating group and individual discussions. You will also support the delivery of operational elements of the programme. The role is based in the Performance and Business Support Team in MoJ Policy Group and involves working side by side with DWP colleagues. You will also have access to support and mentorship from evaluation and analysis teams from within MoJ and DWP.

The Yorkshire Development Scheme is a joint initiative from the MoJ and DWP who have committed to building a new strong and diverse talent pipeline to leadership level (grade 7 and beyond) in Yorkshire, for those who have a passion for policy making. The scheme launched successfully in October 2022 and is now growing in size, with a second cohort due to start in Autumn 2023.

 An overview of the scheme:

  • 3-year development scheme, compromising of: 2 policy placements with opportunity for operational experience.
  • This year, participants will be appointed from the Direct Appointment Scheme (DAS)
  • Participants will be based at MoJ and DWP (Quarry House, Leeds LS2 7UA) headquarters in Leeds.
  • Participants will receive comprehensive development and support packages including coaches/mentors and operational placements within both departments.
  • By the end of the scheme, participants will have gained experience of working across two departments and different roles. We expect them to apply for leadership roles at Grade 7 Level.

The role – YDS Evaluation and Operation Support Lead

The role will encompass two key areas: ‘Evaluation’ and ‘Operational support’.

Evaluation:

  • You will design and deliver the evaluation strategy for the YDS, implementing the evaluation strategies, plans and techniques that are tailored to effectively assess how the Yorkshire Development Scheme delivers a high quality, impactful and value for money approach to support the talent pipeline to Senior Civil Servant (SCS) grade in Yorkshire.
  • Effective collaboration across the wider team and engagement with a range of stakeholders to deliver on strategic priorities and ensure effective evaluation.
  • You will research and utilise a range of evaluation models and techniques to shape in-depth evaluation reports that give clear, realistic, achievable, and stretching recommendations to inform lessons learnt and improvements to future products and iterations.  This will involve purposeful gathering and analysis of data, analysis from relevant sources about the quality, worth and impact of learning, all vital in shaping the future of the scheme.
  • You will work with the Grade 7 and wider DWP team to build a ‘Bigger Picture’ perspective of the talent space across Government and externally. With this knowledge you will assess progress of the YDS and cross compare impacts of the Scheme.
  • Carry out exit interviews or administer exit questionnaires with participants at the end of the scheme and report on the feedback.
  • Where appropriate, make recommendations on improvements to the scheme.

Operational Support

  • You will provide support in key areas of the scheme, including management of roles, organisation of assessment procedures, development of policy and procedural guidance.
  • You will provide joint administrative support for a cohort of approximately 48 people (MoJ and DWP), working with the SEOs and G7 at key touch points.
  • You will deal with aspects of pastoral care and support the cohort with queries.
  • You will build relationships with key stakeholders across the Policy and Operational Delivery Professions, DWP and MoJ as well as working with other government teams such as the Policy Profession and Direct Appointment Scheme.
  • You will support the SEO and Grade 7 Scheme Lead in their strategic role.

Skills and Experience

  • A strong track record of personal delivery and accountability.
  • A proven ability to manage stakeholder relationships with the confidence and ability to challenge and influence others.
  • A strong interest in continuous improvement/managing through change.
  • Strong organisation and planning skills, attention to detail.
  • A proven ability to manage multiple, competing priorities to meet deadlines.
  • Excellent verbal and written communication skills.

Desirable Criteria:

  • Previous experience or similar of working within a HR development programme.
  • Knowledge and experience of process evaluation methods and knowledge of impact evaluation methods.
  • Experience of delivering evaluation research projects, including scoping, design, research material development and quality assurance, data analysis and reporting.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).
