Background:

HM Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

The agency is undertaking a Reform Programme to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the fore front of an increasingly competitive international legal market as well as ensuring access to justice for all. Approximately £1 billion is being invested in the programme which is due to complete in 2024

By the time the Reform Programme is complete the services will be simpler and easier to use with many straightforward services online. There will be much greater virtual, flexible working, significantly less reliance on paper-based manual administration, and there will be fewer buildings.

Overview:

This is a challenging position ideal for candidates who are passionate about change, who believe in the importance of modernising the justice system and thrive when working at pace. You must have strong organisational skills and can work collaboratively with a wide range of stakeholders, often at senior level.

Key Purpose:

You will play a pivotal role being at the forefront of managing and delivering a series of Reform led change initiatives and projects across the London region, and implementing new policies and procedures, working with operational staff, the judiciary, and a range of stakeholders.

The role will suit someone who is comfortable with managing a team of business change delivery managers in delivering change at pace, who is able to utilise a range of project management and delivery techniques and has strong stakeholder management and communication skills.

Key Responsibilities:

Implementing Change:

  • Manage the implementation of change in operations
  • Identifying interventions to support the embedding of change and ensuring that leaders are equipped to support and encourage their teams to adopt the change.
  • Establish, manage, and maintain business change networks across HMCTS who will be responsible for helping to deliver the change brought about by the Reform Programme.
  • Work with Projects to ensure that the business is ready to accept any changes or go-lives.
  • Capture lessons learned to iterate and continually improve change interventions and approaches.
  • Developing and delivering legacy change work plans, such as wind down and transition planning.

Collaboration:

  • Establish relationships with a range of stakeholders to support delivery of business outcomes
  • Work in collaboration with key senior stakeholders across the business, including regular engagement with Operations to ensure the business are involved with change efforts at the earliest stage, understand the change ahead and can drive the change forward.
  • Actively encourage contributions, involvement and feedback from a broad and diverse range of staff who will be affected by the change, using their feedback and insight to drive changes and or improvements to the business change approach.
  • Build relationships and share best practice and lessons learned with other HMCTS business areas.

Communication:

  • Take opportunities to regularly communicate and interact with staff, helping to clarify goals and activities and the links between these and Departmental strategy
  • Recognise, respect, and reward the contribution and achievement of others
  • Communicate in a succinct, engaging manner and stand ground where needed
  • Communicate using appropriate styles, methods, and timing, including digital channels, to maximise understanding and impact
  • Promote the work of the Department and play an active part in supporting Civil Service values and culture
  • Convey enthusiasm and energy about their work and encourage others to do the same
  • Champion a consistent change management approach across the wider change community and ensure the National Business Change Process is fully adopted.
  • Draft papers and presentations on behalf of the team for leadership meetings, governance and assurance groups and boards as required.

  • Successfully manage, support and stretch self and team to deliver agreed goals and objectives.
  • Show a positive approach in keeping their own and the team’s efforts focused on the goals that really matter.
  • Take responsibility for delivering expected outcomes on time and to standard, giving credit to teams and individuals as appropriate.
  • Plan but reassess workloads and priorities if situations change or people are facing conflicting demands.
  • Regularly monitor own and team’s work against milestones or targets and act promptly to keep work on track and maintain performance.
  • Coach and support others to set and achieve challenging goals for themselves

Autonomy:

  • Make decisions when they are needed, even if they prove difficult or unpopular
  • Identify a range of relevant and credible information sources and recognise the need to collect new data, when necessary, from internal and external sources
  • Recognise patterns and trends in a wide range of evidence/data and draw key conclusions
  • Explore different options outlining costs, benefits, risks and potential responses to each
  • Recognise scope of own authority for decision making and empower team members to make decisions
  • Invite challenge and where appropriate involve others in decision making to help build engagement and present robust conclusions

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential Skills and Experience:

It is essential that the candidate has the following skills and experience:

  • Experience of designing and delivering change training strategies and interventions with proven results.
  • Experience of establishing change and / or business networks to deliver change to a business.
  • Excellent interpersonal and influencing skills, to engage with senior business and stakeholders,       senior management teams and the public.
  • Strong planning skills and an ability to deliver quickly and effectively to tight deadlines

Location:

Whilst the post holder will be allocated to a specific office base, there may be a need for flexibility to work on an ad-hoc or regular basis at other local HMCTS sites / courts. Where applicable, associated travel cost / time will be applied in line with organisational policies. 

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.   

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
